Description
The Senior Strategic Advisor partners with the Solution Leader and Federal Practice Leader to help develop and execute strategies that expand Halff's presence, visibility, and growth within the marketplace. This role helps identify, evaluate, and pursue opportunities with agencies while supporting relationships with key stakeholders, teaming partners, industry organizations, and internal leadership. The Senior Strategic Advisor supports practices through targeted strategic planning, market research, pipeline development, pursuit positioning, and cross-functional coordination. With an understanding of federal procurement processes, agency priorities, contract vehicles, and emerging infrastructure, environmental, transportation, water, and resiliency initiatives, this role helps position Halff for long-term success across the water and environment sectors. Summary: The Senior Strategic Advisor helps sustain a strong pipeline of work by coordinating with practice leaders, client advisors, marketing, and professional staff on pre- and middle-game business development efforts. The position works closely with the Solution Marketing Manager to support a seamless transition into end-game proposal execution and contributes to data tracking, performance analysis, and implementation of strategic initiatives that advance practice and Solution goals. This role requires an entrepreneurial mindset, initiative, and the ability to independently move strategic priorities forward. Experience supporting federal pursuits, capture planning, or federal client development is preferred. What you will do:

- Experience with federal pursuits is preferred
- Familiarity with current trends, challenges, and dynamics in the federal market is preferred but not required
- Knowledge of federal procurement regulations, acquisition processes, contract vehicles, IDIQs, MATOCs, and related federal contracting methods is preferred
- Strong communication, presentation, relationship-building, influence, collaboration, and opportunity-assessment skills
Strategic Planning and Execution:
- Supports the Solution Leader, assigned Practice Leader(s), and Senior Strategist in developing and implementing strategic plans and initiatives
- Facilitates goal setting, action planning, and business planning for practice-level initiatives
- Tracks progress and supports accountability for key strategic objectives
- Supports federal strategic planning efforts by helping align growth priorities with agency forecasts, contract vehicles, procurement timelines, and long-term client engagement goals
- Helps identify and prioritize federal agencies, programs, and contract vehicles that align with growth objectives and targeted capabilities
- Establishes and supports annual and multi-year growth objectives for targeted federal agencies, programs, and strategic initiatives
Market Research and Analysis:
- Conducts research to support assigned practice goals, including new markets, clients, partners, competitors, talent, and emerging opportunities
- Assists in identifying strengths, weaknesses, opportunities, and threats influenced by industry trends and disruptors
- Maintains, monitors and reports on practice performance metrics, including growth, pipeline, win rates, staffing, and other key indicators
- Monitors federal procurement forecasts, agency acquisition plans, emerging funding opportunities, legislative initiatives, and agency priorities that may create growth opportunities
- Analyzes market trends, competitive intelligence, procurement data, federal regulations, acquisition policies, and contracting trends to inform strategy and recommendations
- Provides relevant industry and market insights that impact assigned practices
Strategic Positioning and Pursuit Pipeline:
- Partners with communications, marketing, practice leaders, client advisors, and professional staff to develop compelling value propositions
- Leads and facilitates practice-level pre- and mid-game strategy sessions, initiative pre-positioning efforts, and potential client development plans (CDPs)
- Collaborates with legal to organize, track and coordinate the development, compliance and signing of registrations, teaming agreements, non-disclosure agreements, and joint-venture agreements
- Collaborates closely with the Solution Marketing Manager to track pursuits, share insights, and align upcoming workload
- Supports go/no-go discussions by contributing strategic insight and pipeline analysis
- Ensures alignment between pre-game strategies and end-game proposal execution
- Assists in preparing teams for major pursuits and interviews as needed
- Supports conference and event planning efforts to enhance positioning and gather market intelligence
- Helps maintain visibility of capabilities and achievements by supporting resume updates, project close-out materials, and marketing collateral coordination
- Supports federal capture planning activities by tracking agency priorities, upcoming federal opportunities, procurement milestones, and teaming strategies to strengthen pursuit positioning
- Assists with federal teaming and partner coordination by helping track relationships, small business considerations, and pursuit readiness for key opportunities
- Supports the maintenance of federal opportunity trackers, agency contacts, and capture-related action items to improve visibility, accountability, and pursuit readiness
- Supports the development of win strategies, positioning plans, strategic messaging, and client-focused solutions for major federal opportunities
- Evaluates federal market opportunities and provides recommendations related to pursuit decisions, market investments, teaming strategies, and resource allocation
Cross-Collaboration Enhancement:
- Strengthens collaboration across practices to deliver more effective bundled services to the market
- Improves information sharing on capabilities, innovations, project experience, and key staff across assigned practices
- Supports internal engagement efforts such as lunch-and-learns, training opportunities, and knowledge-sharing initiatives
- Educates technical staff and leadership on federal contracting processes, agency priorities, contract vehicles, and opportunities
- Supports external engagement efforts such as conferences, client meetings, partnership meetings, and industry organizations
- Represents the firm at industry conferences, association meetings, federal networking events, and partner meetings to strengthen visibility and relationships
