Role Summary

This role is responsible for performing aspects of General Procurement buying, including analyzing Oracle and MRP material requirements, issuing RFQs/RFPs/RFIs, and conducting cost and price analyses to support sound sourcing decisions. The buyer will do proposal fact-finding and negotiations, prepare and administer Purchase Orders and Subcontracts, and serve as the primary liaison between suppliers and GDLS to ensure compliance, cost control, quality, and on-time delivery to meet program requirements.

Qualifications

  • Bachelor's degree in Supply Chain Management or a related business field
  • 3-5 years of experience in a similar procurement or supply chain role
  • Experience with Oracle MRP or a similar material requirements planning system
  • Demonstrated experience in cost and price analysis and preparing supporting write-ups
  • Strong negotiation skills
  • Excellent communication (oral and written), problem-solving, and program management skills
  • Strong business acumen
  • Proven ability to work effectively in a team environment to meet objectives and performance metrics
  • Ability to perform under pressure, meet deadlines, provide timely updates, and communicate status to all stakeholders
  • Intermediate to advanced proficiency with Microsoft Word, Excel, and internet-based business applications
  • Strong understanding of end-to-end procurement processes, systems, and MRP
  • Proven ability to multi-task and effectively manage daily workload and buying deck.

Responsibilities for the role

Responsible for managing all affairs relative to the position of a General Procurement Buyer

  • Responsible for Analysis of Oracle system material needs Solicitation and preparation of Request for Quotes (RFQs), Requests for Proposals (RFPs), and Request for Information (RFIs)
  • Analyze Oracle system material requirements to support procurement and program needs.
  • Solicit and prepare Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs).
  • Perform cost analysis of proposals and price analysis of supplier quotes
  • Conduct proposal fact-finding and lead negotiations, including cost, terms, and conditions
  • Prepare, place, administer, and monitor Purchase Orders to ensure subcontractor compliance
  • Administer Subcontracts and Purchase Orders, control costs, and ensure on-time delivery to meet program requirements
  • Serve as the primary liaison between suppliers and GDLS functional departments and program offices
  • Manage supplier quality, design, and payment issues
  • Coordinate source selection activities as required
  • Ensure GDLS compliance with applicable procurement laws and regulations
  • Lead Purchase Order kick-off meetings and conduct on-site program reviews at supplier locations
  • Review and analyze planning to ensure Subcontracts and Purchase Orders are placed within supplier lead times.
  • Perform other related duties as assigned

    • This position may require occasional travel to various US locations or International
