SUMMARY: WR has an opportunity for a DMSMS Specialist to provide Commercial Off-the-Shelf (COTS) and Diminishing Manufacturing Sources and Material Shortages (DMSMS) technical logistics support in support of naval systems sustainment and engineering efforts.


Position responsibilities will include, but are not limited to the following:


  • Participate in internal and external engineering reviews of Ship Change Documents (SCDs), Engineering Change Proposals (ECPs), and Local Configuration Control Boards (LCCBs) to review change documentation and provide technical feedback.
  • Develop documentation required to procure Commercial Off-the-Shelf (COTS) components in support of sustainment engineering solutions using Simplified Acquisition Procedures (SAP) and/or Government Purchase Card (GPC), as required.
  • Provide technical and material acquisition support for the evaluation, troubleshooting, and remediation of failures associated with reclaimed or harvested material.
  • Validate and certify the effectiveness of hardware repair efforts.
  • Package reclaimed and repaired components and assemblies from ships and shore sites in accordance with established best practices.
  • Provide COTS/DMSMS engineering case management support by reviewing, verifying, and maintaining case information within the SSDS COTS/DMSMS case management tool.
  • Work closely with engineering teams to evaluate and recommend COTS/DMSMS solutions by calculating life-of-type or bridge-buy requirements, identifying replacement components, and evaluating form, fit, and function.
  • Coordinate with original equipment manufacturers (OEMs) and third-party vendors to negotiate extended production and repair support.
  • Identify reclamation opportunities and define component harvesting requirements.
  • Develop and document Business Case Analyses (BCAs) supporting COTS/DMSMS solutions.
  • Support the development of SSDS MK2 COTS/DMSMS briefings, reports, and other program documentation.
  • Participate in the SSDS Commercial Off-the-Shelf Working Group (SCWG) supporting obsolescence assessments for the SSDS MK2 suite of equipment.
  • Develop and maintain meeting agendas, action item trackers, and meeting minutes in support of SCWG activities.
  • Develop Ship Change Documents (SCDs), Engineering Change Proposals (ECPs), and Problem Reports (PRs) supporting COTS/DMSMS engineering efforts.



Candidates must possess the following knowledge, skills, and experience:


  • Bachelor's degree in Business Administration, Management, or a related field. Significant DoD technical logistics experience may be substituted in lieu of a degree.
  • Minimum of six (6) years of experience supporting DoD Technical Logistics and/or Configuration Management.
  • Six (6) years of hands-on experience installing, troubleshooting, repairing, testing, or maintaining major electronic or mechanical systems.
  • At least two (2) years of experience supporting DMSMS processes and practices.
  • Experience with Navy systems is required; experience with the FROST database is highly desirable.
  • Experience using FROST and/or other Government databases for DMSMS case management, obsolescence research, and lifecycle support.
  • Working knowledge of configuration management principles and practices.
  • Understanding of SSDS hardware and software requirements sufficient to evaluate DMSMS solutions, including component replacement strategies and higher-level assembly redesign.
  • Strong proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Excellent written and verbal communication skills with the ability to prepare technical documentation and present findings effectively.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities in a fast-paced environment.



The selected candidate will be required to pass a pre-employment third-party background check which may include verification of any of the following: Employment history; Education and/or certifications; Criminal history; Driving Records; Other records or information related to the candidate's suitability for the position.


Position Salary Range: $78,000 - $115,000. The listed salary range represents the typical range for this position. WR bases the offered salary on a variety of factors including, but not limited to, individual candidate qualifications, such as education, experience, knowledge, and skills, scope and responsibilities of the position, and market and business considerations.
