Program Manager - Fuel Assistance Pay Range: $65,000 - $75,000 Company Overview Community Teamwork is a private non-profit organization located in Lowell MA. Position Summary: CTI's Program Manager of Fuel Assistance will work under the direction of the VP - WIC & Energy and will be focused on helping families stay warm and to live in homes that are energy efficient. The Program Manager will oversee all operations of the Fuel Assistance Department including; Supervising the Fuel Assistance Coordinator, Payments Coordinator, and Customer Service Representatives. Responsibilities include assisting with the overall monitoring of program operations and assisting fuel assistance staff with complex issues, while ensuring to maintain the State and Federal guidelines in order to achieve program goals and directives. Essential Functions and Responsibilities:
- Direct supervision of fuel assistance staff including recruitment, supervision, evaluation and improvement development plans. Assign, monitor and evaluate staff work schedules and assignments.
- Coordinate staff training and development activities. Provide training and guidance to staff regarding fuel assistance program and customer service.
- Ensure staff are aware of and are following all funding source policies, procedures, regulations, and all agency rules and regulations.
- Provide advanced level support to clients and their families with complex fuel assistance related issues. Provide advocacy, support, and referral information and assist clients and families to overcome barriers to become self-sufficient.
- Monitor and maintain accurate records of all payments and distribution of funds to fuel vendors and clients, including researching and updating client account numbers, name and address from vendor reject list.
- Ensure payments are processed, balanced and reported within the time frame established.
- Develop and monitor program budgets.
- Develop and maintain training and onboarding process for all new staff.
- Develop and submit reports to funders and Agency as needed.
- Develop and implement outreach plan including materials, trainings, hours and monitoring for all volunteer intake sites.
- Attend all funding source meetings and trainings and act as agency liaison to all funders, community programs and agency staff.
- Prepare and deliver timely, constructive, and comprehensive performance reviews in accordance with organizational deadlines and performance management policies.

- Ability to articulate program goals and policies to participants, other community agencies, and vendors. Ability to comprehend and work with complex governmental regulations.
- Experience working with low income families and federally funded programs.
- Strong proven leadership and decision-making abilities.
- Experience in program planning and administration.
- Proficient computer skills required in basic computer software and data collection systems.
- Excellent customer service, organizational, interpersonal, oral and written communication skills.
- Sensitivity to the needs of the participant population.
- Ability to maintain confidentiality within the workplace.
- Night and weekend work may be required as needed.
- High School or Equivalent
- Minimum of 3-5 years' experience working with low income individuals or families required. Minimum of one-year assessment, advocacy and customer service work in a Human Service field required.
- Must be able to pass background check.
Preferred Qualifications:
- Bilingual skills (English/Spanish, English/Khmer English/Portuguese)
- Two + years of supervisory experience preferred.

The base salary range represents the Agency's good-faith estimate of the compensation for this role at the time of posting.
