Job Description and Duties
Looking for innovative, impactful work in a fast-evolving industry? The Department of Cannabis Control is seeking a motivated, detail-oriented Analyst II to support Division-wide budget, contracting, and procurement functions that help advance California's cannabis regulatory framework.
Under the direction of the Supervisor I of the Procurement Unit (Unit), in the Admin Office (Office) part of the Compliance Division (Division), within the Department of Cannabis Control (Department), the Analyst II will serve as the Budget and Contract Liaison reviewing the Division's budget and providing reconciliation reports for Division management, and perform the more difficult and complex analytical work at the full-journey level of all procurement within an assigned region; however, may be required to conduct business throughout the State of California (State).

What you'll do:
* Budget Analysis
Monitor Division budgets, track revenues/expenditures, review invoices, manage the spending inbox, support Budget Change Proposals, and prepare regular budget updates.
* Contract Support & Financial Oversight
Provide consultation on contract needs, assist with vendor coordination, track contract spending, reconcile expenditures, resolve payment issues, and maintain organized contract files.
* Procurement Coordination
Review and prepare procurement requests, ensure compliance with state purchasing rules, coordinate with staff across offices, and support Division staff on purchasing procedures.
* Operational & Administrative Support
Assist with contract development, renewals, and amendments; draft scopes of work; monitor Division inboxes; and support special projects and data analysis.
* Professional Development
Participate in training and activities supporting diversity, equity, and inclusion.

Special Requirements

Criminal Offender Record Information (CORI) - Title 11, Section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to CORI. Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance with CORI procedures, clearance shall be maintained while
employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.
Conflict of Interest (COI) - This position is subject to COI Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.
