Job Announcement

Our department is seeking an experienced senior project manager for our Building Automations Systems (BAS) team with strong commercial building expertise to lead complex capital renewal projects focused on building systems, energy efficiency, and long-term facility performance. This role is ideal for someone who excels in managing large-scale upgrades in occupied environments and enjoys delivering high-impact building solutions for a diverse portfolio of county facilities.

Under the direction of the Project Coordinator for BAS & Energy and/or the Division Director of Design, Engineering and Construction, plans, directs, and manages the construction of complex capital renewal and specialty projects. These projects span multiple building system disciplines, including:

  • Energy management systems
  • HVAC systems
  • Electrical and generator systems
  • Conveying systems
  • Building envelope upgrades
  • Life-safety systems
  • Interior renovations and modifications
  • Site and structural improvements

You will provide senior-level leadership in all phases of project delivery and serve as Fairfax County's primary representative throughout design, construction, commissioning, and closeout.

Key Responsibilities
  • Provide full lifecycle project management for largescale and/or multiple concurrent capital and non-capital projects in occupied facilities
  • Lead cross-functional capital renewal efforts that require coordination across multiple county departments and stakeholder groups
  • Manage the design, installation, commissioning, and ongoing performance of photovoltaic (solar) systems and energy efficiency/avoidance projects
  • Oversee additional BAS and energy-related projects to support long-term sustainability goals
  • Lead multi-disciplinary teams and collaborate with contractors, engineers, and internal stakeholders
  • Serve as the County's authorized representative to address and resolve construction issues
  • Establish clear project objectives, scopes, and performance standards
  • Ensure timely, cost-efficient project completion aligned with FMD quality standards, building codes, and industry best practices
  • Evaluate project viability, ensure operational readiness, and support strategic energy initiatives

Notes:
  • The assigned program area for this position is critical commercial buildings such as Government Centers, Judicial Complex, Public Safety buildings, etc.
  • This position is Essential Service Personnel.

Required Knowledge Skills and Abilities

Knowledge of topographic and construction surveying;
Knowledge of common methods and equipment used in building, maintenance and facility construction and of inspection methods used in reviewing such work;
Knowledge of real property descriptions;
Knowledge of the Public Facilities Manual, the Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction and land disturbing activities in Fairfax County;
Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
Knowledge of Fairfax County Purchasing Resolution and agency-specific A/E contracting requirements;
Ability to negotiate contracts and amendments;
Ability to enforce contractual specifications;
Ability to plan, monitor, direct and coordinate the work of a multi-disciplinary team(s) and/or subordinates;
Ability to review construction documents and proposals for cost evaluation and compatibility with County standards, guides and operational needs;
Ability to work effectively with construction contractors, design professionals, engineers, code enforcement and zoning personnel;
Ability to prepare technical reports and to present findings in a clear and concise format;
Ability to communicate and interact effectively with the public, senior County and State officials and citizen groups;
Ability to coordinate, conduct and facilitate meetings with public groups, citizens and other project stakeholders;
Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; Plus, five years of experience in the management of large and complex construction or maintenance projects related to the assigned program area to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Five or more years of demonstrated experience as the Lead Project Manager directly responsible and accountable for the design and construction for the replacement of full commercial building systems in occupied buildings greater than 100,000 gross square feet per building to include low rise and high rise (5 stories of more) buildings. Projects must include building envelope, life safety, mechanical, plumbing, photovoltaic, conveying systems, interior renovations, civil, and structural elements.
  • Five or more years of demonstrated experience in the full performance responsibility for a portfolio of complex commercial building systems replacement projects in occupied commercial facilities including but not limited to: development of contracts, authoring scope of work, financial oversight, submittal approval, RFI responses, construction quality, safety performance, oversight of quality metrics and quality performance, contractor selection and oversight, oversight of project documentation and project schedule, and risk mitigation.
  • Five or more years of experience and knowledge in the development of a Capital Project Budget and Capital Improvement Program (CIP) related to design and construction of building systems, including extensive knowledge of practices for various types of buildings in architectural, mechanical, electrical, plumbing, structural or civil engineering fields.
  • Experience managing construction project budgets over $500,000.
  • Five or more years of experience reviewing and analyzing construction plans and specifications and working with professional service engineering contracts.
  • The candidate must have outstanding oral and written communications skills and experience with providing senior management updates and executive level briefings.

PHYSICAL REQUIREMENTS:
Ability to access tight spaces, crawl, and reach. Must be able to access facility equipment and equipment rooms. Must be able to bend, stoop, crouch, crawl, balance, and work in tiring and uncomfortable positions. Must be able to climb up 12 ft step ladders and extension ladders, fixed wall and roof mount ladders, and cage ladders up to 35 ft as well as climb stairs and scaffolding 5 stories. Must be able to effectively work for extended periods to perform indoor or outdoor work during varying, extreme, and other adverse weather and temperature conditions. Must be able to lift and push 25lbs. Must be able to wear and physically complete necessary tasks while wearing OSHA approved and required Personal Protective Equipment to include but not limited to safety shoes, safety gloves, hardhat, safety clothing, respirator. Must communicate with others verbally and in writing. Must drive motor vehicle. Specific vision abilities include close vision, distance vision, color vision and depth perception.
