Position Summary

Provide technical leadership, project management and perform highly skilled automation tasks providing system analysis and web services. The incumbent is responsible for database, application, and program integration, analysis and design, equipment and software acquisitions, managing associated contracted IT services, assisting work groups and departments in the evaluation and implementation of automation solutions, and overseeing automation projects that have a City-wide impact. This position will also serve as a technical expert to research, plan, coordinate, design, develop, implement and maintain new features and/or software as it relates to City web services and Intranet and Internet sites. These tasks are illustrative only and may include other related duties.

Full-Time, AFSCME represented position

M-F during normal business hours, 40 hours/week

12-month probationary period

Essential Duties

The Information Systems Analyst performs some or all of the following essential functions depending on assigned area.

Analyzes processes, applications and user requirements to define needs, and automates or improves existing systems, applications and/or infrastructure. Develops short-term and long-term technology plans. Works with users, supervisors, managers, and other Information Technology Staff to define and prioritize required system enhancements.

Researches and reviews system capabilities and limitations, makes recommendations, and implements solutions. Plans for system growth and coordinates the deployment of new systems. Participates in hardware planning and replacement. Assists in the preparation of proposals to develop new systems and/or operational changes including a cost/benefit analysis.

Provides expert technical leadership and project management for departmental and citywide information systems analysis.

Establishes and defines project requirements by identifying project milestones, timelines, phases, and elements; assists with forming project team and establishing a project budget. Monitors project progress by tracking activity, resolving problems, publishing progress reports, recommending actions and documenting changes.

Monitors operating performance and maintenance of systems, configuration, updates, testing, and installation of applications and/or databases ensuring effective operation, security, and data integrity.

Identifies and resolves problems related to systems or operations. Assists with and performs integration relating to issues between disparate systems. Coordinates and maintains system installations, support, updates, and works together with City staff and vendors.

Coordinates and conducts user training, education and problem-solving sessions; maintains user-accessible knowledge base for self-service problem resolution; assists users regarding system functionality.

Develops and prepares periodic reports, website updates, and customizes reports.

Serves as the department liaison on teams, task forces, and with consultants as it relates to information technology needs. Ensures that department needs are addressed and that department automation activities are not incompatible with the organization.

Accesses sensitive information, maintains security, complies with City and department policy regarding such access, and maintains the confidentiality of the information.

Operates and drives a motor vehicle safely and legally.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Conforms to all safety rules and performs work in a safe manner.

Delivers excellent customer service to diverse audiences.

Qualifications and Skills

Education and Experience
High School diploma or equivalent.
Nine years of Systems Analyst or Information Technology experience including a minimum five years related experience. A Post-Secondary degree in Computer Science or closely-related field may substituted for up to four years of experience.

Knowledge, Skills and Abilities
Knowledge of the following is required:
  • Microsoft server and client operating systems;
  • Enterprise software, including SQL databases, web services and email systems;
  • Server and desktop enterprise management tools such as patching and anti-virus;
  • Scripting and scripting languages such as Shell, Power Shell, HTML, CSS, XML, C#, .NET, JavaScript and SQL;
  • Switched Ethernet network topology;
  • Data security and integrity principles including PKI and support methods;
  • SQL and RDBMS design and management utilities;
  • Power BI or MS SQL report writing tools;
  • Standard office application software such as Microsoft Office Suite and Microsoft Online;
  • Project management fundamentals such as requirements gathering, scope definition, work breakdown, schedule creation/management, identifying risks, working with stake holders, and implementing solutions.

Excellent analytical, project management and research and organizational skills, and the ability to manage multiple assignments and meet deadlines. Ability to use technical and analytical knowledge to solve technical problems and make effective decisions.

Ability to analyze trends in the industry and make informed decisions about which alternative will have the best long-term value to the department, based on knowledge of the organization and department's goals and objectives.

Ability to attend and incorporate learning from approved trainings as required.

Effective oral and written communication skills. Ability to communicate technical information to a non-technical audience. Ability to research, interpret, and summarize data. Ability to develop reports and write technical documentation, specifications, and procedures, and to provide end-user training.

Ability to provide excellent customer service, get along with coworkers, and maintain effective working relationships.

Ability to manage multiple projects, prioritize and handle requests, coordinate with vendors for resource requirements, and monitor and ensure the quality of service that vendors/consultants provide.

Ability to use computerized systems for extended periods of time in order to perform the essential functions of the position.

Ability to work independently and effectively on self-directed priorities and in group settings with technical and non-technical staff.

Ability to maintain confidentiality and exercise discretion and judgment in dealing with sensitive or confidential information.

Special Requirements
Ability to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.

Ability to pass a pre-employment background and/or criminal history check

Travel among City worksites and to training/conferences is required.

Possession or ability to obtain and maintain a valid Oregon Driver's License.
