PRB is a nonpartisan, not-for-profit research organization focused on improving people's health and well-being through evidence-based policies and practices. Position Summary:

PRB is seeking a Business Development Manager who will manage PRB's business development (BD) operations, with a focus on proposal management, pricing/budgeting, funder research, and internal knowledge management (KM).

The Business Development Manager will be the primary staff member responsible for PRB's BD operations, managing multiple concurrent proposals with limited day-to-day oversight. Program staff contribute technical content, help identify opportunities, and manage relationships, but this person owns the BD process.

The ideal candidate has managed proposal processes end to end and built proposal budgets from scratch across multiple funder types. Five years of directly relevant BD experience in a nonprofit setting is preferred; candidates with at least three years of experience (and strong interest and aptitude) are also encouraged to apply.

Essential/Primary Responsibilities

  • Leads proposal development process for government, foundation, and other funders from initial response planning through final submission. This includes:
    • Building and managing proposal calendars and compliance matrices;
    • Drafting capabilities statements and other proposal inputs;
    • Conducting funder research to inform proposal strategy;
    • Coordinating review meetings and materials;
    • Editing proposal components;
    • Compiling financial and institutional documentation;
    • Validating proposals against compliance matrices and other requirements; and
    • Packaging and sending final submissions.
  • Develops proposal budgets and budget narratives that comply with government, foundation, and other funder requirements, ensuring that budgets align with programmatic and organizational needs.
  • Maintains the BD pipeline in Salesforce, ensuring opportunity records are accurate, current, and complete to support reporting and leadership decisions.
  • Manages and develops BD knowledge resources including standard operating procedures, templates, and reference materials; identifies gaps and proposes improvements. Maintains BD records including files and account credentials.
  • Proactively surfaces BD-relevant information to staff across departments (e.g., pipeline updates, upcoming deadlines, and funder intelligence) and flags gaps in information sharing to BD leadership.
  • Manages the internal BD budget, including tracking expenditures. Supports other internal pricing needs.
  • Researches donor trends, prospective funders, and specific procurements; helps analyze specific opportunities and funders to determine whether they are a good match for PRB.
  • Researches, analyzes and maintains regular register of donor calls for funding applications including tenders, expressions of interest, requests for proposals, and LOIs.
  • Drafts and renews consultant agreements as needed for proposal efforts.
  • Reviews teaming and pre-teaming agreements and liaises with other staff and partners to finalize them.
  • Performs other duties as assigned.

Accountabilities:

  • Reports to the VP, Finance.

Skills and Abilities:

  • Undergraduate degree preferred.
  • 3 to 5 years of relevant experience with business development and pricing/budgeting, preferably at research, policy, or nonprofit organizations. Experience managing a full proposal cycle from solicitation review through submission.
  • Demonstrated ability to develop budgets that reflect programmatic design, with experience across multiple funder types (foundations, governments), or a clear capacity to learn new budget formats quickly. Comfortable working with numbers, building budget models in Excel, and troubleshooting formula-level errors.
  • Meticulous attention to detail as well as excellent management, time-management, organizational, and problem-solving skills.
  • Strong writing skills, with the ability to produce clear, compliant budget narratives and supporting documents.
  • Ability to coordinate across program, finance, and leadership staff to drive proposals to completion.
  • Knowledge of donor compliance, procurement and grant management.
  • Proficient Microsoft Office skills and mid-to-advanced Excel skills.
  • Experience using Salesforce (or a similar CRM program) preferred.
  • Fluency in English required

The PRB office is in Washington, D.C.; this position is hybrid with at least 1 day spent in the office per week.

The salary range for this full-time position is $80,000 to $100,000. Salary is commensurate with experience and considers internal equity. Compensation is based on the scope and responsibilities of the role, the candidate's applicable experience, and relevant skills and qualifications.
