Sr. Subcontract Program Manager

BASIC FUNCTION: Responsible for leading a team to fulfil contractual obligations for complex subcontracts across all programs. Assigns and manages resources acting as the primary contact with the subcontractor. Oversee resources to track, monitor, and report all scheduling and performance of work by each subcontractor.

REQUIRED EXPERIENCE (YEARS)

Bachelor's Degree or equivalent college level course study in Business Administration, Engineering or related field. Minimum of 5 years' experience working with government or civilian subcontracts.

DESIRED SKILLS AND ABILITIES

  • Considerable knowledge in all phases of vessel fabrication.
  • Considerable knowledge of contract administration and regulatory policies and practices.
  • Considerable knowledge of company policies, procedures, and practices or the ability to acquire it quickly. Previous experience in subcontract management, shipyard management, or production required
  • Ability to establish and meet goals, and to lead and function on a team effectively with all employee levels.
  • Ability to communicate with upper management in all aspects of the program.
  • Proficient in Microsoft Office Suite.

ESSENTIAL DUTIES AND JOB FUNCTIONS

  • Primary contact for all subcontractors supporting the programs.
  • Leads and assists in identifying, evaluating, and selecting subcontractors for critical, high dollar material and service awards.
  • Oversees a team who ensures subcontractors are performing to contractual requirements.
  • Administers and manages subcontracts from the pre-proposal phase through to production and closeout phase.
  • Guides team to coordinate work scope with subcontractors, program management, production, planning and engineering personnel.
  • Leads reviews to monitor costs, schedule, performance, and technical status of subcontracts and directs/implements corrective actions as required.
  • Reviews and approves subcontract invoices for SCM processing.
  • Assess and approve work schedules including overtime requests.
  • Identifies and supports continuous improvement initiatives.
  • Manages department overhead budget performance and requests.
  • Manages demand signal to ensure proper manning levels across programs.
