General Purpose of the Job:

Under the direction of the Chief Appraiser, the Appraisal Review Officer is responsible for conducting residential and commercial appraisal reviews and assists with appraisal review engagement process as directed by the Chief Appraiser.

Essential Duties and Responsibilities:

  1. Complies with and stays abreast of all policies and procedures, federal and state laws applicable to the job.
  2. Understands the current edition of USPAP, as well as the Bank's appraisal policy and guidelines.
  3. Performs reviews of appraisal reports of residential and commercial properties to determine the credibility of market values developed for federally related transactions in accordance with internal appraisal policies/procedures, professional standards, and regulatory requirements (USPAP & FIRREA).
  4. Using risk-based decisions, work with stakeholders to ensure that appraisal reviews are complete, accurate, adequate, relevant, and reasonable based on sound real estate appraisal methodology.
  5. Learning and performing the administrative tasks that leads to effective and efficient Appraisal Review process.
  6. Continual development of local market knowledge and national real estate trends.
  7. Assists in more complex review duties under the supervision of the Chief Appraiser.
  8. Determines which vendors on the Bank's list of approved vendors are best suited to accomplishing the requested job in a professional, timely, and accurate manner.
  9. Serves as liaison between business unit and Bank approved vendor panel.
  10. Present and participate in training to Bank personnel on Appraisal related issues.
  11. Provide, present, and promote The Citizens Experience to all external and internal customers.

12. Other duties as assigned by the Chief Appraiser.

Qualifications

Education and/or Experience

Bachelor of Arts (B.A.) Degree from four-year College; or 3-5 years of experience and/or training in appraising and/or reviewing multifamily residential, mixed-use, and/or commercial properties; or equivalent combination of education and experience. Strong knowledge of USPAP and Bank appraisal guidelines. Experience with appraising and/or reviewing for financial institutions is desired.

Language Skills

Ability to read and analyze appraisals (commercial and residential) and evaluations. Ability to determine compliance of appraisals with basic regulations. Ability to evaluate appraisal reports and related documents for internal consistency/basic logic. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, vendors and the general public.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages. Ability to apply concepts of basic algebra and geometry, and interpret bar graphs. Ability to perform compound interest and present value calculations.

Reasoning Ability

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to understand information provided by internal and external parties.

Computer Skills

  • Proficient in MS Word, Excel and Outlook (Microsoft Office Suite)
  • Proficient in the use of Appraisal tracking software
  • Development of proficiency in REIS and CoStar Reports.

Certificates, Licenses, Registrations

  • State certified General Appraisal License.
  • MAI designation from the Appraisal Institute or equivalent is preferred.

Salary Range:$127,475.00 To $184,838.00 Annually
