Introduction

The Clerk of the Circuit Court is a constitutional officer, and the duties of this office are mandated by the Code of Virginia. The Clerk's Office provides multiple statutory and local services for residents, business professionals, legal professionals, judges, public safety officials, a variety of state and local government agencies, and the towns of Loudoun County.

The Clerk of the Circuit Court serves as the recorder of deeds and probate judge, issues marriage licenses and is the official court administrator for all civil and criminal court cases. In this latter capacity, the Clerk creates and maintains all court files and records, prepares court orders and jury lists, contacts jurors and issues summons and court processes.


Job Summary

The Clerk of the Circuit Court is seeking an experienced, detail-oriented professional to lead the Historic Records and Deed Research Division. This position is responsible for safeguarding the County's most valuable historic documents and artifacts while ensuring public access, proper retention, and long-term preservation.
This leadership role manages preservation initiatives, grant programs, archival operations, deed research, off-site records storage, public outreach and education, and customer service functions. The position supervises staff, volunteers, and interns.

KEY RESPONSIBILITIES:

  • Historical Records Preservation & Archival Management - Oversees document conservation efforts and manages related contractor work
  • Public Access & Outreach - Manages public access to historic records, including research rooms, archives, land records resources, and online databases. Participates in public education, local history events, tours, and outreach with schools and community groups.
  • Grant Management - Identifies state, federal, and private grant opportunities. Researches, writes, and administers grant proposals supporting preservation activities.
  • Records Center & Off-Site Storage Oversight - Coordinates transport, storage, and retrieval of court files, election ballots, and boxed records at the off-site Records Center. Ensures proper environmental storage conditions and organizes all stored materials.
  • Customer Service & Case Administration - Supervises customer service delivery, ensuring staff understand legal processes and provide accurate information. Oversees records management and file retention practices in compliance with approved standards.
  • Supervision & Leadership - Supervises staff, volunteers, and interns, including hiring, training, scheduling, performance appraisals and work assignments.
  • Program and Process Improvement - Advises departments on retention standards. Recommends improvements to filing systems, equipment, shelving, and storage solutions.
Hiring salary is commensurate with experience.

Minimum Qualifications

Bachelor's degree in History, Archeology, Historic Preservation, or related field (Master's degree in Archival Management, History, and Conservation preferred); two (2) years of experience in developing/submitting grant applications, in the studies of Virginia history and the development of the court system in Virginia, working/managing a historic site or collection, and/or experience with maintenance and preservation of fragile old documents and artifacts; or equivalent combination of education and experience.

Preferred Qualifications:

  • Strong knowledge of archival standards, historic preservation, or records management.
  • Experience supervising staff and managing multi-component programs.
  • Familiarity with court operations, land records, or government records management preferred.
  • Excellent organizational, communication, and customer service skills.
  • Ability to coordinate with multiple stakeholders and manage complex logistics.
  • Grant writing or grant management experience strongly desired.

Job Contingencies and Special Requirements

Successful candidates will undergo background checks as required. Desire certifications from recognized programs (i.e. local university, Smithsonian) that provide advanced training related to the maintenance and preservation of historic documents and artifacts.
