The Coast Community College District department is looking for temporary substitute support for Human Resources Generalist position to provide support with our Human Resources department.
The Substitute -Human Resources Generalist coordinates and performs a wide range of administrative, technical, analytical, and consultative human resources functions for assigned areas. Typical areas for this substitute assignment may include but is not limited to employee onboarding and offboarding, employment services transactions, and personnel records maintenance. This role requires a high level of organization and ability to manage scheduling onboarding appointments along with timely data entry. |
Definition: Under general supervisor, substitute employees perform a variety of work in support of a college or district program or office. Non-academic, non-classified substitute employees are appointed temporarily when recruiting to fill a permanent position or to replace classified employees who are temporarily absent from duty. This category of employment is temporary, is not a part of the classified service, and is on an "as needed" basis, subject to termination at-will without cause and without notice by either the District or the employee. Additionally, when filling a vacancy, substitute employees may not work more than the period of time set forth in the applicable collective bargaining agreement. REPRESENTATIVE DUTIES: Human Resources Generalist Substitute
- Performs a variety of professional, technical, and analytical human resources duties, ensuring that work is accurate and in accordance with applicable laws, established procedures, and timelines.
- Participates in setup of electronic employee data that includes determination of pay and benefits, evaluation cycles, reporting structure, and other personal and demographical information. Transmits accurate information to payroll and benefit vendors for processing. Audits, creates, and submits Electronic Personnel Action Form (EPAF) and related reports.
- Receives and takes action on a variety of applicant and employee information, including confidential records and data, such as medical reports, employment status, evaluation materials, recruitment data, conviction reports, and/or other human resource related documents.
- Receives, audits, prepares, processes, and maintains applicant and employee data, employment records, qualifications, and eligibility documentation related to recruitment, benefits, salary placement, and other employment actions.

MINIMUM QUALIFICATIONS: Education and Experience Human Resources Generalist Substitute: The position typically requires a Bachelor's degree in business, human resources, or related discipline and three years of progressive experience in an equivalent human resources function. Additional experience in related human resources functions may substitute for higher education. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

CONDITIONS OF EMPLOYMENT: Non-academic, non-classified substitute employees are appointed temporarily when recruiting to fill a permanent position and/or to replace classified employees who are temporarily absent from duty. Non-academic, non-classified substitute employees are not part of classified service. Non-academic, non-classified substitute employees are at-will employees, have no entitlement rights to any position in the District. Substitute employment shall not result in the displacement of Classified personnel. Substitute non classified employees who are appointed temporarily while the District is recruiting for the permanent position may not exceed 130 working days within a fiscal year (July 1 - June 30). Substitute non classified employees who are temporarily replacing a classified employee may not exceed 160 working days within a fiscal year (July 1 - June 30). *Retired CalPERS Annuitants: may not exceed 960 hours in a fiscal year (July 1 through June 30)* Employment is contingent upon verification of employment history, background verification as governed under Education Code requirements, eligibility to work in the United States, and approval by the CCCD Board of Trustees. Short term/temporary assignments do not offer fringe benefits or pay for holidays or time not worked. The hours of work and effective date of employment will be arranged with the supervisor. Typical hours are 8 am - 5 pm Monday through Friday. This assignment is anticipated to begin in May and may go through August.
- Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.
