SPA has an immediate need for a Networking & Communications SME.


Responsibilities

Seeking a highly motivated contractor to provide critical Systems Engineering and Technical Assistance (SETA) to a fast-paced DoD Research & Development (R&D) program office. The successful candidate will serve as a Subject Matter Expert (SME) on the architecture, integration, and management of advanced military communications and networking systems. This role involves providing technical guidance, strategic analysis, and systems engineering support to facilitate the development, acquisition, and sustainment of mission-critical capabilities for the warfighter.

  • Serve as a technical advisor on tactical networking, Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) systems, and network-centric warfare concepts.
  • Provide SME support for Tactical Data Links (TDL), including Link 16/JTIDS/MIDS, and ensuring effective network design, integration, and management.
  • Develop, review, and refine enterprise architectures using frameworks like the DoD Architecture Framework (DoDAF) to guide capability development and system integration.
  • Analyze and influence system requirements, ensuring alignment with joint and service-level operational needs and future concepts.
  • Support program leadership by providing data-driven recommendations derived from modeling, simulation, and technical analysis.
  • Facilitate interoperability between joint, allied, and coalition systems by advising on integration strategies and participating in technical working groups.
  • Assist in the planning, execution, and analysis of test events, exercises, and demonstrations to validate system performance and operational utility.
  • Draft, review, and edit technical documentation, including system specifications, operational concepts (CONOPS), and acquisition documents.
  • Communicate complex technical information effectively to a diverse audience of senior military leaders, program managers, and engineers.

Qualifications

Required Qualifications

  • Active TS/SCI security clearance
  • Bachelor's degree in a relevant technical field or equivalent military/professional experience
  • 10+ years in DoD command and control, tactical communications, or a related field
  • Demonstrated expertise in Tactical Data Links (e.g., Link 16) and military communication systems (HF/VHF/UHF/SATCOM)
  • Strong understanding of systems engineering principles and the DoD acquisition process
  • Proven ability to provide strategic advice and technical guidance to senior leaders
  • Experience with systems integration, operational planning, and requirements analysis

Desired Qualifications

  • Previous experience in a SETA or direct program office support role
  • Formal military training and qualification in a relevant specialty, such as Joint Interface Control Officer (JICO) or Multi-TDL Planner
  • Experience with Integrated Air and Missile Defense (IAMD) systems and concepts
  • Professional certifications such as Certified Enterprise Architect (CEA)
  • Professional certifications such as Project Management Professional (PMP) or DAU equivalency
  • Experience with specific C2 systems such as the Common Aviation Command and Control System (CAC2S), Link monitoring and management tool (LMMT) or Air Defense Systems Integrator (ADSI)
