Under general supervision, the Emergency Management Technical Analyst acts as an independent contributor in all conventional aspects of emergency management subject matter or functional area of assignments. The analyst is involved in decisions and actions that have a high impact on the successful achievement of Emergency Management goals and objectives. The supervisor provides specific instructions and reviews work for completeness and accuracy.
* Implements DOE O 151.D requirements within CPCCo site/facility Category 2 and 3 non-reactor nuclear facilities, commensurate with the hazards present.
* Serves as a qualified barrier and accident analyst: Performs, develops, and documents dispersion modeling and toxicological/radiological consequence assessments.
* Coordinates with nuclear and criticality safety staff to ensure documents are consistent with safety basis requirements.
* Technically reviews, analyzes, writes, and maintains CPCCo Emergency Preparedness Hazards Survey and Emergency Planning Hazard Assessments (EPHA) for each hazardous facility.
* Reviews, develops, writes, and maintains Emergency Action Level (EAL) procedures for hazardous facilities.
* Performs basic engineering or scientific tasks in the initial planning and design phase of projects related to emergency management and hazard assessments.
* Develops and applies technical principles, theories, and concepts in support of emergency management programs, hazard analysis, and safety documentation.
* Conducts programmatic assessments of the Emergency Management program; interfaces with senior management and Department of Energy staff regarding hazards analysis and associated documentation.
* Provides and revises training as assigned, ensuring staff are prepared to meet emergency management requirements. Demonstrated proficiency in oral and written communication.
* Conducts field surveillances and management self-assessments of Emergency Management Program requirements.
* Performs additional duties as assigned by management. Work is performed in accordance with specific instructions from the supervisor and is subject to review for completeness and accuracy.
Basic Qualifications
* Early Career Level Grade 14: Bachelor's degree in a scientific discipline or related technical degree.
* Early Career Level Grade 15: Bachelor's degree in a scientific discipline or related technical degree with 1 or more years of relevant experience.
The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.
Desired Qualifications
* Bachelor's degree or higher with a strong emphasis in Chemistry, Math, or Physics. * Work experience in an engineering or scientific discipline. * Experience using HotSpot/EPIcode software, performing hazard surveys and assessments, and developing Emergency Action Level (EAL) verbiage to support operations personnel. * Previous or current qualification as an Emergency Management Technical Analyst. * Demonstrated ability to prepare and maintain barrier and accident analyses, dispersion modeling, and toxicological/radiological consequence assessments.
Compensation & Benefits
In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.
Expected annualized pay range based on full time schedule (40 hours per week):
* Early Career Level Grade 14: $81,500 - $103,750.
* Early Career Level Grade 15: $81,500 - $114,100.
In addition to base pay, employees may be eligible for variable pay awards.
