Description

Markon is seeking an experienced Program Manager for our client in Chantilly, VA. This role requires deep expertise in federal contracting environments, including contract strategy, acquisition planning, and lifecycle program management.


Responsibilities

Program Leadership & Execution

    Lead end-to-end management of large-scale programs ($100M+), ensuring alignment with organizational objectives and mission outcomes.
  • Develop and maintain integrated program plans encompassing scope, schedule, budget, risk, and performance metrics.
  • Drive execution across multiple stakeholders, including government clients, contractors, and cross-functional teams.

Contracting & Acquisition Strategy

  • Provide expert guidance on federal contract types, including:
    • Firm-Fixed-Price (FFP),
    • Cost-Plus-Award-Fee (CPAF),
    • Cost-Plus-Fixed-Fee (CPFF),
    • Time & Materials (T&M).
  • Determine appropriate contract types based on acquisition strategy, risk profile, and program maturity.
  • Support acquisition planning, solicitation development, and source selection activities.

Market Research & Industry Engagement

  • Lead and/or support market research activities to identify capable vendors and innovative solutions.
  • Plan and execute industry days, requests for information (RFIs), and other vendor engagement strategies.
  • Evaluate industry capabilities and provide recommendations to inform acquisition decisions.

Cost, Schedule, and Performance Management

  • Establish and manage program baselines for cost, schedule, and performance.
  • Monitor program execution to ensure adherence to contractual and technical requirements.
  • Implement corrective actions and recovery plans for at-risk performance areas.
  • Provide regular reporting and briefings to the government.

Risk and Issue Management

  • Identify, assess, and mitigate program risks throughout the lifecycle.
  • Develop contingency plans and manage issue resolution in a timely and effective manner.

Stakeholder Management

  • Serve as the primary point of contact for senior-level stakeholders.
  • Facilitate communication between government customers, contractors, and internal teams.
  • Ensure alignment of expectations and delivery outcomes.


Qualifications

Required:

  • Active TS/SCI with a current CI Polgraph (preferrably from this client).
  • BS in Business Management or Related field.
  • Extensive experience managing large-scale programs exceeding $100M in value.
  • Strong understanding of federal acquisition regulations (FAR) and contracting processes.
  • Demonstrated experience with multiple contract types (FFP, CPAF, CPFF, T&M, etc.).
  • Proven ability to conduct market research and support acquisition planning.
  • Experience organizing and facilitating industry days and stakeholder engagement events.
  • Strong background in cost, schedule, and performance management of complex programs.

Desired:

  • Experience in defense, civilian federal agencies, or large systems integration environments.
  • PMP, DAWIA, or FAC-P/PM certification.
  • Strong leadership, negotiation, and communication skills.
  • Experience managing geographically dispersed teams and contractors.



Salary Range

USD $175,000.00 - USD $195,000.00 /Yr.

The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
