Non-Traditional Operations Program Manager

This position requires an active TS/SCI with Full Scope Polygraph clearance.

Cherokee Preting is seeking a Non-Traditional Operations Program manager to assist our client in strategic planning, program design and execution, and the development and assessment of multi-discipline intelligence operations and support activities. Primary duties are to build, lead, modify and assess a variety of strategic programs for our client to determine their effectiveness in supporting mission.

Non-Traditional Operations Program Manager Responsibilities Include:

  • Must have paramilitary and unconventional warfare experience.

  • Experience serving in combat and conducting combat operations; multiple tours, ideally in leadership positions.

  • Conduct comprehensive assessment of current program processes and methodologies

    • Through the use of leading industry best practices, provide recommendations on areas to optimize existing resources through process improvement initiatives and design method to improve existing non-traditional commercial support program
    • Advise on government policies impacting non-traditional operations program management initiatives.
    • Assist office with maintaining compliance with organizational procurement by developing and applying program management metrics.
    • Design and develop programmatic timelines, financial models, risk matrices, and cost constructs for maintaining customer's key infrastructure.
    • Assist customer in making informed decisions on the pros/cons of either maintaining current legacy systems, or upgrading/modernizing to newer platforms.
    • Build and lead a collective strategy and prioritized targeting process for team to allocate finite resources against the most important requirements to achieve a common goal.
    • Build Standard Operating Procedures (SOP) for commercial support functions to include corporation founding/filing, legal and accounting support, equity chain management, supply chain management, proprietary funding actions, vetting requirements, budget planning and adherence to US and Host Nation Governance Regulations as applicable.
    • Direct and lead consulting engagement by providing subject matter expertise on business operations, financial analysis, program management, governance, tech innovation, and business process improvement.
    • Provide recommendations to the customer as to which telecommunications systems would best meet their requirements, and assist in the acquisition/onboarding of equipment, platforms, and personnel.
    • Coordinate any internal customer-specific documentation as well as 3rd party vendor specific documentation.
  • Continually coordinate with sponsoring partners as well as third-party vendors to ensure that intent and requirements regarding supporting programs are being met.

Non-Traditional Operations Program Manager Experience, Education, Skills, Abilities requested:

  • Minimum of ten (10) years of experience in paramilitary, special operations or intelligence

  • Bachelor's degree in any discipline. An additional five (5) years of experience is acceptable in lieu of a degree.

  • Experience in an advanced or unconventional military training program and/or special mission units

  • Ability to design assessment methods and evaluate the effectiveness of training programs.

  • Strong project management skills to plan, execute, and monitor training initiatives within deadlines and budgets.

  • Excellent communication skills and the ability to brief robust and rigorous training plans to a variety of audiences, to include interagency partners

  • Ability to work independently and with minimal oversight

  • Must pass pre-employment qualifications of Cherokee Federal
