Description
Acara Solutions is hiring a Pricing/Proposal Specialist for a Direct Hire opportunity with a government contracting organization located in the Depew area. The primary focus of this position will be supporting proposal pricing and development. Candidate utilizes knowledge of accounting and financial processes working with various levels of personnel within a team environment. Works on concurrent assignments using organizational and analytical skills to function efficiently in time-sensitive situations taking problems from identification through to resolution. This position reports to the Accounting Manager.
Primary Responsibilities:
  • Develops, analyzes, evaluates, coordinates, prepares and oversees cost proposals to government and commercial customers in coordination with Accounting Manager.
  • Provides support for financial planning and scheduling, beginning with pricing/proposal activities, through contract performance and close out.
  • Develops price recommendations for executive management review and approval prior to release of the proposal to the customer.
  • Establishes the requirement and criteria for substantiation of cost estimates to management, customer representatives, and government audit agencies.
  • Ensures adherence to Federal Acquisition Regulations, Public Law 87-653, Truth in Negotiations Act and company policies and procedures with regard to cost proposal preparation, review and submission and negotiations.
  • Assists in the development and maintenance of estimating systems.
  • Prepares monthly reconciliations.
  • Performs analyses and prepare reports to ensure that contracts are within negotiated parameters and government cost control guidelines.
  • Responsible for weekly review of accounts payable and purchase order vouchers to ensure allocation to the proper general ledger accounts and/or projects.
  • Responsible for weekly review of companies travel reimbursements to ensure compliance with policies and procedures and government regulations and supporting documentation
  • Responsible for Sales Tax assessment when applicable
  • Reviews subcontracts and consultant agreements and inputs purchase orders into the accounting database
  • Readies and maintains financial and business transactions, applying accounting principles, that include work that is analytical, evaluative and advisory in nature and that requires an understanding of both accounting theory and practice.
  • Utilizes knowledge of the fundamental doctrines, theories, principles, and terminology of accountancy, and often entails some understanding of such related fields as business law, statistics, and general management.
  • Analyzes the effects of transactions upon account relationships.
  • Evaluates alternative means of treating transactions.
  • Interprets the meaning of accounting records, reports, and statements.
  • Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting business transactions.
  • Audits contracts, orders, and vouchers, and prepares reports to substantiate individual transactions prior to settlement.
  • Provides detailed analyses of data critical to business operations, providing support on projects, regarding current financial status and projected completion estimates
  • Assists Accounting Manager in evaluating, implementing and enhancing financial system and budgeting processes. Provides support on special projects.
Job Requirements
Required Skills / Qualifications:
  • Bachelor's Degree in Accounting.
  • Minimum 2 years of experience in Cost Accounting.
  • Minimum 1 year of experience working with government contracting regulations.
  • Minimum 2 years of professional experience working with Microsoft Office (Excel and Word).
Preferred Skills / Qualifications:
  • Deltek Costpoint accounting software a plus.
  • Strong verbal and written communication skills.
  • Strong organizational and analytical skills as well as ability to multi-task.
  • Familiarity with financial systems (income, balance sheet, and cash flows).
