ABOUT THE POSITION

Director of Transit & Rail Engineering | Pennsylvania

VHB's Pennsylvania operations is seeking a Director of Transit & Rail Engineering to lead our rapidly growing transit and rail practice. In this role, you will provide strategic and technical leadership to a multidisciplinary team of engineers and designers, delivering plans, specifications, and cost estimates for a wide range of transit and rail infrastructure projects. These projects span conceptual through final design, and include light rail transit, bus rapid transit, commuter rail, intercity passenger rail, and freight rail improvements.

You will oversee the successful delivery of complex transit and rail projects from early planning through construction and implementation, while playing a key role in business development, client relationship management, and practice growth. Typical clients and projects involve commuter rail, light rail, heavy rail, bus and BRT, intercity passenger rail, and freight rail services.

Leadership & Team Development

    Lead and mentor a multidisciplinary team of engineers and planners in the Transit & Rail group.
  • Work with local and regional leadership to manage workload, staffing, and resource planning.
  • Foster a culture of quality, safety, collaboration, and continuous improvement.

Project Delivery & Management

  • Manage multiple, concurrent projects of varying type and complexity.
  • Develop, manage, and maintain project scopes, schedules, and budgets.
  • Lead the development and quality control of technical deliverables, including plans, specifications, cost estimates, and technical reports.
  • Oversee financial performance, including invoices, progress reports, and change orders for out-of-scope services.

Business Development & Client Management

  • Build and maintain strong client relationships, serving as a trusted advisor to transit, rail, state DOT, regional authority, and public-sector clients.
  • Identify, position for, and help capture new opportunities and strategic pursuits.
  • Lead or support proposal development, including pursuit strategy, teaming, technical approach, staffing, fee development, and written content.
  • Assist in developing and executing business plans, client plans, and marketing strategies for VHB's Transit & Rail practice in Pennsylvania.
  • Represent VHB at regional conferences, seminars, industry organizations, and client events through presentations, participation, and networking.
  • Support strategic partnerships with subconsultants, contractors, DBE/SBE firms, and teaming partners.

Minimum Requirements

  • Bachelor's degree in Civil Engineering or a related field; master's degree preferred.
  • 15+ years of progressive technical, project management, and leadership experience in transit and rail engineering.
  • Professional Engineer license in Pennsylvania, or ability to obtain Pennsylvania PE licensure within a defined timeframe.
  • Demonstrated experience delivering transit and rail infrastructure projects for public-sector clients.
  • Experience managing multidisciplinary teams and complex project delivery assignments.
  • Business development, client relationship, and proposal leadership experience preferred.

Our best estimate of the salary range for this position is $180,000-220,000. This offer is determined based on a number of job-related factors including internal comparators, skills, education, training, credentials, experience, scope and complexity of role responsibilities and geographic location.
