SME Business Analysis and Facilitation (DHS)

BTS is looking for a VER SME Business Analyst shall serve on-site at USCIS Headquarters as the technical authority for analyzing business processes, identifying improvement opportunities, and facilitating discussions to develop solutions that align with VER organizational goals. This individual shall gather and document requirements, collaborate with stakeholders across USCIS offices and federal partners, and ensure successful implementation of business and IT initiatives supporting the Verification Division.

The position acts as a liaison between business units and technical teams, ensuring clear communication and alignment throughout the project lifecycle. Responsibilities include developing process maps, documenting solutions that optimize VER business and IT performance, and supporting senior stakeholders and technical teams in accordance with the Statement of Work.

Minimum Qualifications:

• Education: Bachelor's degree in Business, Information Systems, or a related field.
• Experience: Minimum 8 years of experience as a business analyst or SME, with at least 5 years supporting federal programs in process optimization, requirements analysis, and system integration with a focus on immigration.
• Certifications: Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent.
• Expertise in requirements gathering, process mapping, and workflow optimization.
• Strong understanding of Agile methodologies, testing, and system deployment.
• Ability to translate complex technical concepts into actionable business solutions.
• Minimum 5 years of experience with immigration policy, the agencies operating in the immigration ecosystem, and DHS systems used for identity management and immigration status verification.

Pay Range: $130,000 to $155,000 full Salary range lowest to highest across locations
