SME Program Manager (DHS)

BTS is looking for a SME Program Manager to lead and coordinate program-level operations supporting the Immigration Records and Identity Services Directorate (IRIS) Verification Division (VER) on-site at USCIS Headquarters in Camp Springs, Maryland. This position holds overall responsibility for the schedule, timeline, procurement, staffing, and financial management of the VER program portfolio, which includes initiatives such as the Systematic Alien Verification for Entitlements (SAVE) program optimization, E-Verify operations, and implementation of Presidential Executive Orders 14218 and 14161.

The Program Manager shall establish strategic goals, facilitate executive stakeholder engagement, and ensure program objectives are met through direct and remote team management in accordance with USCIS and DHS requirements. This individual serves as the principal point of contact between the contractor team and the Government, including the Contracting Officer Representative (COR) and the Contracting Officer (CO). The Program Manager shall lead and guide the work of technical staff while upholding the rigorous performance standards established in the statement of work.

Minimum Qualifications:

• Education: Master's degree in Business Administration, Public Administration, Information Technology, or a related field.
• Experience: Minimum 10 years of progressive experience in program and project management, including at least 5 years managing large-scale, complex federal programs or initiatives with a focus on immigration.
• Certifications (one or more required): Project Management Professional (PMP), Program Management Professional (PgMP), Agile, or Scaled Agile Framework (SAFe).
• Demonstrated ability to lead cross-functional teams and manage competing priorities.
• Experience with Agile methodologies, program planning, risk management, and performance reporting.
• Strong communication and stakeholder engagement skills at the executive level.
• Minimum 5 years of experience with immigration policy, the agencies and offices operating in the immigration ecosystem, and the DHS systems used for identity management and immigration status verification.

Pay Range: $155,000 to $185,000 full Salary range lowest to highest across locations
