Newport News Nuclear BWXT Los Alamos (N3B) manages the 10-year, $2.1 billion Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy, Office of Environmental Management, Los Alamos Field Office.

N3B is a limited liability company owned by Huntington Ingalls Industries (HII) Nuclear and BWX Technologies, joined by our critical subcontractors Longenecker and Associates and Tech2 Solutions.

N3B brings operational discipline, proven approaches and predictable results to the Los Alamos Legacy Cleanup Contract.

Position Location:

This position is located in Los Alamos, New Mexico.

Position Summary:

While working to achieve N3B LLCC objectives, Project Support (Designated Procurement Representative) will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

Essential Duties/Responsibilities (include, but are not limited to):

  • Develop purchase request packages to ensure all applicable documents and approvals have been obtained and included in the finalized package prior to submitting to acquisitions management (i.e. engineered drawings/specifications, exhibits, quotes, purchase approvals, etc.).
  • Serves as a liaison between the requester, subcontractor, and N3B technical groups.
  • Process requisitions via purchase order or P-Card purchase.
  • Perform market research, obtain quotes, and support data.
  • Work with project management and operations to meet schedule requirements.
  • Track and provide status updates on material requests throughout the procurement lifecycle (request to issuance).
  • Maintain records and communicate information verbally and through written reports.
  • Reconcile monthly credit card statements.
  • Work closely with Quality Assurance personnel to ensure quality requirements (e.g., quality clauses) are met. Assist with receipt inspections as needed.
  • Control the receipt, storage, and issuance of material per N3B policy. Conduct internal audits and spot checks.
  • Work with multiple craft disciplines in developing bills of material to support preventative and corrective maintenance activities.
  • Participate in job scoping activities for work package development.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Background in government or commercial maintenance programs.
  • Familiar with industrial construction and craft work.
  • Experience and knowledge of government/industry procurement regulations, policies, and practices.
  • Demonstrated knowledge and experience in government/industry security and safety policies, practices, and procedures.
  • Able to work effectively under pressure of deadlines, interruptions, and changing priorities, and the ability to follow multiple tasks to completion.
  • Demonstrated experience working independently while maintaining excellent quality in daily operational work.
  • Demonstrated experience in decision making, organizing and prioritizing tasks, and taking initiative.
  • Demonstrated excellent interpersonal, verbal, and written communication skills; demonstrated ability to interact with all levels of internal and external personnel and customers; strong customer service and teaming skills.
  • Demonstrated knowledge and skills in standard software packages and systems, such as Microsoft Office applications.
  • Demonstrated skills in conducting research, investigating alternative solutions, and recommending solutions to problems affecting administrative activities, including procurement activities.
  • Demonstrated record of dependability and reliability as proven through good attendance and quality of work.

Education and Experience Required:

Bachelors' degree in appropriate discipline and 10 years of experience; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position's duties and responsibilities have been adequately demonstrated is acceptable.

Frequent internal and external contacts. Represents organization on specific projects.

Impact:

Contributes to the completion of organizational projects and goals. Errors in judgment or failure to achieve results would normally require a moderate expenditure of resources to rectify.

Work is performed under general direction. Participates in determining objectives of assignment. Completed work is reviewed from a relatively long- term perspective, for desired results. Erroneous decisions or failure to achieve objectives would normally have a serious effect upon the administration of the organization.

Working Conditions and Physical Requirements:

Physical requirements conducive to a normal office environment. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. May spend time in the field gathering data and monitoring environmental conditions firsthand. Field activities may require working in unfavorable weather conditions.
