Orbis is seeking a highly disciplined Senior Logistics & Administration Specialist with a strong background in prior agency operations or complex contracting. This position requires managing all aspects of logistics, supply chain, and administrative support in a fast-paced, high-stakes, Middle East capital city. The ideal candidate possesses the critical thinking skills to anticipate operational requirements, secure necessary permits, and manage high-value assets and personnel movement.

Key Responsibilities



  • Logistics & Supply Chain Management: Plan, execute, and oversee full-scope logistics, including procurement, transportation, and inventory management for project personnel and materials.
  • Agency/Government Liaison: Act as the primary liaison with local, national, and international authorities regarding logistics procedures, customs clearance, and compliance, leveraging knowledge of Agency-style coordination protocols and host nation engagement norms.
  • Administrative & Operational Control: Manage office administration, asset verification, and maintenance of sensitive equipment in accordance with IC security and accountability standards. Develop and implement Standard Operating Procedures (SOPs) for field operations consistent with Agency logistics and base operations protocols.
  • Personnel Movement & Security: Coordinate complex travel itineraries for program personnel, including visa processing, secured transport, safe house or accommodation coordination, and personnel deployment and redeployment, applying IC movement security protocols.
  • Reporting & Documentation: Maintain precise documentation, including shipping documents, contracts, and financial reports while adhering to strict security, data confidentiality, and compartmentalization standards consistent with IC operational requirements.


Required Qualifications



  • Experience: Minimum 7-10 years of experience in logistics and administration, specifically supporting overseas missions.
  • Background: Former Agency logistics officer with direct experience managing overseas logistics operations in support of sensitive programs
  • Technical Skills: Proficiency in logistics software and Enterprise Resource Planning (ERP) systems; familiarity with IC or government-specific logistics and procurement platforms strongly preferred.
  • Regional Knowledge: Demonstrated experience working in the Middle East, including familiarity with local customs regulations and cultural nuances.
  • Communication: Excellent written and verbal English communication skills. Arabic fluency is a significant advantage.
  • Problem-Solving: Proven ability to work under high pressure, adapt to changing situations, and solve logistical issues in austere environments.


Desired Qualifications



  • Technical Skills: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); experience with logistics and inventory management software; familiarity with travel and expense management platforms; ability to maintain accurate digital and physical records and documentation systems.
  • Regional Expertise: Extensive experience navigating the bureaucratic and logistical landscape of the Middle East.
  • Regulatory Knowledge: Deep understanding of International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Federal Acquisition Regulation (FAR/DFARS).
  • Linguistic Skills: Professional working proficiency or fluency in Modern Standard Arabic or a relevant local dialect.
  • Crisis Management: Demonstrated experience in emergency response, contingency planning, or evacuation logistics in high-risk zones.
  • Financial Oversight: Experience managing large-scale operational budgets, and vendor contract negotiations.


Physical Requirements



  • Asset Management: Positions self to inspect, inventory, and organize equipment in various storage environments, including warehouses and field sites.
  • Material Handling: Frequently moves, transports, or positions logistics materials and supplies weighing up to 40 pounds across the facility or transport hubs.
  • Stationary & Mobile Tasks: Remains in a stationary position for extended periods while performing administrative duties, with the ability to move throughout large-scale operational sites or rugged terrain to oversee shipments.
  • Environmental Adaptation: Ability to work and maintain operational effectiveness in outdoor environmental conditions, including extreme heat, dust, and varying noise levels typical of Middle Eastern climates and active logistics hubs.
  • Operational Communication: Constantly communicates with vendors, local authorities, and team members; must be able to exchange accurate information in these situations.
  • Visual Inspection: Assesses and identifies shipping documentation, equipment serial numbers, and safety hazards at a close range and at a distance.
