We have an exciting opportunity for a Director, Payroll Tax & Compliance to join our Payroll Shared Services Team reporting to the Vice President of Payroll.

The Director, Payroll Tax & Compliance is a strategic and tactical leader responsible for the governance and execution of garnishment and payroll tax operations across multiple legal entities and companies. This is a highly visible role where you will manage and lead payroll tax and garnishment administration, payroll tax compliance, and related controls, providing both hands-on execution and strategic guidance to key stakeholders, with a primary focus on North America.

The Director, Payroll Tax & Compliance serves as the payroll tax and garnishment compliance authority, owning payroll tax registrations and tax notices, regulatory change management, vendor accountability, and payroll-related SOX and compliance controls. The role combines deep technical expertise with direct execution, ensuring payroll tax practices are accurate, compliant, auditable, and continuously improving.

A SNAPSHOT OF RESPONSIBILITIES

  • Lead and oversee the internal Payroll Tax team and third-party tax and garnishment services vendor to ensure the integrity and accuracy of filings of employment taxes and garnishment remittances

  • Ensure that all federal, state, and local payroll taxes are correctly withheld, reported, paid, and filed in compliance with laws and regulations

  • Ensure the accurate, timely review and reconciliation of federal, state, and local taxable wages and withholding tax, unemployment tax, and disability insurance tax for multiple legal entities in the U.S. This includes the review of year-end W-2 balancing and related federal and state agency forms to the payroll system

  • Analyze payroll tax issues and provide recommendations for solutions relating, but not limited to, employee mobility, reciprocal taxation, equity compensation, employer-provided fringe benefits, and local taxation

  • Manage payroll tax withholding obligations and processing for inpats. Coordinate expat tax withholding obligations and processes with appropriate third-party services

  • Act as the payroll tax subject matter expert, advising on payroll tax law, regulatory changes, and compliance requirements

  • Lead payroll tax initiatives tied to organizational changes, including M&A, new entity setup, and geographic expansion

  • Manage and enforce SLAs with external tax vendors, holding them accountable for performance, accuracy, and timely delivery of services. Drive issue resolution, root cause analysis, and corrective actions related to vendor errors or service gaps

  • Manage the lifecycle of tax notices by implementing SLAs, root cause analysis, and strategic vendor oversight

  • Lead external payroll tax audits, providing an impact assessment, an action plan to achieve audit deliverables, and resolving discrepancies/inquiries

  • Drive meetings with cross-functional departments to identify and implement process improvements and best practices to drive operational excellence and reduce errors

  • Provide support, training, mentoring, and leadership to the team on an ongoing basis to ensure a fully efficient Payroll Tax operation, overall professional growth, and the team's ability to meet all deadlines

WHAT YOU WILL NEED

  • 8+ years of relevant work experience servicing large employee populations (including a remote workforce) in a multi-state, multi-entity organization

  • 10+ years of experience leading and coaching a team of 5+.

  • Experience managing or partnering with external payroll tax service providers, including issue resolution and service accountability

  • Experience supporting M&A and large-scale payroll operations

  • Extensive and thorough knowledge of federal, multi-state, and local wage and hour, garnishment, and tax regulations

  • Strong working knowledge of taxation for expats, inpats, and fringe benefits, as well as equity incentive instruments (RSUs, stock options, etc.)

  • Successful experience consulting with all levels of management; able to effectively build relationships by establishing trust, credibility, and adding value quickly

  • Demonstrated experience in remediating complex, multi-state payroll tax issues, including root-cause analysis and implementing corrective actions

  • Ability to interpret regulatory changes and drive timely, accurate implementation within payroll systems and processes

  • Apply leadership skills to manage, direct, monitor, counsel, and evaluate the team to promote transparency and quality and to drive process improvement efficiencies

  • Excellent written and verbal communication skills, with the ability to convey technical information clearly and concisely

  • Commitment to continuous learning and professional development

  • Strong proficiency in MS Excel, Word, PowerPoint, and Outlook

  • Certified Payroll Professional (CPP) designation
  • Experience with Workday and ADP Smart Compliance

Pursuant to state and local pay disclosure requirements, the pay rate/range for this role, with final offer amount dependent on education, skills, experience, and location is $160,000.00-197,500.00 annually. This role is also eligible for an annual discretionary bonus, various benefits, including medical/dental/vision, insurance, a 401(k) plan, paid time off, and other benefits in accordance with applicable plan documents. Benefits for Union represented employees will be in accordance with the applicable collective bargaining agreement.
