Overview:

We are seeking an Emergency Management Specialist who will focus on hazards analysis. This position resides in the Emergency Management team in the Laboratory Protection Division of the Facilities and Operations Directorate atOak Ridge National Laboratory(ORNL).

As part of our team, you will play a critical role in developing, implementing, and evaluating emergency management exercises to ensure the readiness and resilience of ORNL in the face of various emergencies.

Major Duties/Responsibilities:

  • Serve as the senior representative for all EM technical planning functions.
  • Assist EM staff in completing their assigned tasks
  • Responsible for oversight of the technical planning process for the EM Team, to include the review of documents to ensure quality and accuracy, and effectively plan, and meet, mandatory document submissions and deadlines.
  • Will regularly interact with researchers and senior management, serving as the main liaison for delivering briefings and trainings.
  • Develop and manage key performance indicators (KPIs) to track program technical planning trends.
  • Conduct screenings of all hazardous materials across the campus.
  • Responsible for maintaining hazards analysis documents to comply with DOE O 151.1.
  • Collaborate with internal stakeholders in the development of the hazards analysis for various facilities at ORNL.
  • Ability to effectively communicate with senior management and a wide variety and level of staff, as well as federal, state, and local government agencies.
  • Review current processes to determine areas for process improvement.
  • Develop and deliver hazards analysis training programs to enhance the emergency management capabilities of ORNL staff and stakeholders.
  • Assist in the development and maintenance of emergency plans, procedures, and protocols.
  • All other duties as assigned by the EM Team Lead.

Basic Qualifications:

  • BS degree in a science related field, such as, but not limited to, engineering, atmospheric sciences, or physical sciences.
  • Minimum of eight years of experience in hazards analysis or related fields or a combination of education and experience.
  • Demonstrated knowledge of federal, state, and local emergency management regulations and guidelines.

Preferred Qualifications:

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory..
  • Strong analytical and problem-solving skills, with the ability to assess a complex situation and develop effective solutions..
  • Familiarity with DOE Orders and regulations regarding hazards analysis.
  • Familiarity with dispersion modeling.
  • Familiarity with consequence assessment.
  • Excellent written and oral communication skills.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

  • HSPD-12 PIV badge:This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
  • Q clearance:This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
  • Visa Sponsorship:Visa sponsorship is not available for this position.
