Turner Surety & Insurance Brokerage, Inc. (TSIB) serves as the Claims Manager of record for Turner Construction and Flatiron Dragados. Construction risk is core to our platform. We integrate brokerage expertise, construction operations insight, and senior-level claims leadership to protect project economics and enterprise value across highly sophisticated builders risk programs.

We are seeking a senior-level Builders Risk Claims Director to serve as the Builders Risk Claims Leader for Turner. This individual will hold enterprise-wide authority for Builders Risk claims across Turner's national portfolio and will direct the strategy, carrier engagement, and resolution of the company's most complex and highest exposure property losses.

This role carries executive visibility and direct impact on recovery outcomes, reserving alignment, and program strategy across catastrophic and multi-layer builders risk placements.

Essential Duties & Responsibilities

Enterprise Builders Risk Authority

  • Serve as the senior technical authority for all major Builders Risk claims across Turner's portfolio.

  • Lead oversight of complex, high-severity, and multi-layer property and time element losses.

  • Protect project economics and mitigate enterprise balance sheet exposure through disciplined strategic claim direction.

  • Operate with significant autonomy and executive visibility in resolving the company's most complex property matters.

Strategic Claim Leadership

  • Direct claims from first notice through resolution, including mediation, arbitration, and litigation.

  • Develop and execute structured recovery strategies aligned with Turner Risk Management, Corporate Legal, and executive leadership.

  • Evaluate physical damage, causation, delay, quantum, and contractual interplay to position claims for optimal recovery.

  • Manage catastrophic and multi-jurisdictional disputes involving layered domestic and international market participants.

  • Direct external experts including engineers, forensic accountants, scheduling specialists, and coverage counsel.

Advanced Coverage & Market Expertise

  • Provide authoritative interpretation of complex Builders Risk policies, including manuscript forms, quota-share structures, and layered domestic and London market placements.

  • Lead strategic positioning on disputes involving LEG exclusions, defective design, ensuing loss, sublimits, and delay in completion coverage.

  • Anticipate and counter insurer coverage defenses at early stages to strengthen recovery posture.

  • Present concise, executive-level exposure assessments and coverage analyses.

Carrier Engagement & Reserve Governance

  • Serve as primary executive liaison with domestic and international carrier markets on major Builders Risk losses.

  • Maintain disciplined visibility into insurer reserving posture and internal valuation strategy.

  • Influence reserve adequacy, settlement authority, and escalation pathways to align carrier posture with exposure reality.

  • Navigate complex multi-carrier environments to drive resolution outcomes consistent with enterprise objectives.

Portfolio Governance & Program Influence

  • Establish and enforce consistent claim governance standards across the Builders Risk portfolio.

  • Strengthen RMIS discipline, exposure reporting, and reserve transparency.

  • Identify systemic claim trends and inform builders risk program design, renewal strategy, and market engagement.

  • Contribute to the evolution of Turner's builders risk risk-financing structure based on loss experience and market dynamics.

Leadership & Practice Elevation

  • Serve as trusted advisor to Turner and Flatiron Dragados leadership on major property exposures.

  • Mentor internal claims professionals and elevate technical depth across the Builders Risk practice.

  • Represent TSIB and Turner in high-level claim strategy discussions and complex recovery negotiations.

  • Reinforce TSIB's position as a construction-focused claims authority within the insurance marketplace.

  • Skills & Experience

    • 15+ years of property claims experience, including demonstrated leadership of major builders risk losses.

    • Proven authority managing complex and high exposure construction property and delay claims.

    • Deep expertise in:

    • Builders risk policy interpretation

    • Time element and delay in completion coverage

    • Multi-layer and quota-share insurance structures

    • Domestic and London market placements

    • Demonstrated success influencing carrier reserve positioning and settlement authority.

    • Experience managing litigated and arbitrated property claims across complex construction environments.

    • Strong executive presence with the ability to articulate complex technical and financial exposures succinctly to senior stakeholders.

    • Demonstrated ability to operate independently with accountability for high-exposure matters.

    • Experience in infrastructure, heavy civil, tunnel, or mission-critical projects strongly preferred.

    • Juris Doctor, CPCU, ARM, or equivalent credentials preferred.
