DESCRIPTION OF WORK

As a Program Analyst 3, you will utilize consensus-building strategies and strong team-building communications skills to lead executive, managerial, and project teams in analyzing programs, recognizing problems, identifying team-proposed opportunities for improvement, and developing strategies to obtain approval on recommendations. You will further oversee the development of action plans towards implementing proposed changes, and provide program management support to teams as necessary. You will function as a lead facilitator, which will involve being assigned some of the most complex program reviews.
In addition, you will
coordinate PennDOT's Climate Survey by serving as the program administrator and collaborating with PennDOT leadership and subject matter experts to develop pertinent questions, the survey tool, and distribution channels. Through your work you will advise stakeholders on survey structure and outreach techniques and facilitate a comprehensive report that may recommend policy and organizational changes. Within this role, you will also serve as the program lead for PennDOT employee engagement activities and the department's current employee engagement program, the PennDOT Suggestion Challenge. You will coordinate Suggestion Challenge topic selection with executive staff, evaluate topic proposals from diverse work areas across the agency, and analyze topics to present a streamlined list of possibilities to executives for final approval.

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- This position may be eligible for alternate work schedule (AWS).
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
- An equivalent combination of experience and training.
