Job Description

Elwyn seeks an HR Credentialing Specialist who leads and governs Elwyn's credentialing re-screening and background compliance program by establishing standardized controls and monitoring enterprise adherence to agency, state, regulatory, and accreditation requirements. Serves as the program owner for biennial background checks, internal transfer clearances, and volunteer and Board screening, ensuring accurate documentation, audit readiness, and defensible record integrity. Partners closely with Quality Improvement (QI) and internal stakeholders to analyze compliance trends, resolve discrepancies, strengthen process reliability, and drive continuous improvement.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Ownership & Governance

  • Own the enterprise biennial re-screening program for active employees, including standards, controls, workflow expectations, and compliance monitoring.
  • Establish and maintain credentialing SOPs, standardized tools, and documentation requirements to ensure consistent and defensible practices.

Compliance Oversight & Risk Assessment

  • Monitor compliance with background screening and credentialing requirements; evaluate exceptions (e.g., convictions, non-compliance, incomplete clearances) and determine required escalation path and corrective action recommendations for leadership review.
  • The HR Credentialing Specialist maintains working knowledge of applicable background screening regulations, agency policies, and compliance standards; translate requirements into operational guidance for stakeholders.

Internal Transfers, Volunteer/Board Screening & Lifesharing Screening

  • Provide oversight for internal transfers to ensure required background checks, clearances, and credentialing steps are completed prior to transfer approval, coordinating with QI where guidance is required.
  • Oversee and process volunteer background screening in accordance with company policy and regulatory standards.
  • Oversee and process Lifesharing screening requirements in accordance with Lifesharing program requirements and with assistance from People Readiness Manager as needed.
  • Coordinate background screening support for Board members as requested.

Audit Readiness, Reporting & Continuous Improvement

  • The HR Credentialing Specialist partners with QI to review credentialing data, address discrepancies, support internal/external audits, and strengthen ongoing compliance practices.
  • Lead preparation of credentialing audit artifacts (e.g., status summaries, exception logs, supporting documentation) and respond to audit data requests.
  • Identify recurring compliance bottlenecks and recommend process improvements to reduce risk, improve timeliness, and strengthen documentation integrity.

Data Integrity & Stakeholder Advisory

  • Maintain credentialing records and tracking tools, ensuring accuracy, timeliness, and data integrity; ensure proper documentation and record retention practices.
  • The HR Credentialing Specialist provides status updates and guidance to internal stakeholders regarding credentialing requirements, timelines, and next steps.

Collaboration

  • Participate in team meetings using Microsoft Teams and maintain video on for a portion of meetings, as appropriate, to support collaboration and team engagement.
  • Perform other duties as required to support credentialing, compliance, pre-hire requirements, and Human Resources operations.

QUALIFICATIONS & SKILLS

Education

  • High school diploma required; bachelor's degree preferred.

Qualifications

  • Two (2) years of experience in Human Resources, credentialing, compliance, recruitment support, or a related administrative support function required.
  • Experience working with a background check (BG) system or credentialing platform required or strongly preferred.
  • Experience with applicant tracking systems (ATS), HRIS, or other tracking databases preferred.
  • Intermediate proficiency in Microsoft Outlook, Excel, Word, and PowerPoint.
  • Demonstrated ability to prioritize tasks and manage compliance-driven deadlines in a fast-paced environment.
  • Strong verbal and written communication skills; high attention to detail and commitment to data accuracy and confidentiality.
  • Ability to collaborate effectively with cross-functional partners, including Quality Improvement (QI).
  • Ability to attend on-site meetings in Media, PA approximately four (4) times per year, when within reasonable driving distance.
