The Project Manager (PM) is a designated Key Personnel role responsible for the overall coordination, management, and technical leadership of the TRIRIGA IWMS Operational Support Services contract. This individual serves as the primary liaison between the Contractor and Government stakeholders, ensuring all products and services are delivered within scope, schedule, and budget while maintaining a high standard of quality assurance. Full time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice. PM Responsibilities Include:
- Act as the primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) on all performance and technical issues.
- Work with the IRS PMO to define project management and governance, providing management and direction for all personnel assigned to the project.
- Create and maintain the Project Plan, Integrated Master Schedule, Disaster Recovery Plan, Communications Management Plan, and Change Management Plan.
- Deliver bi-weekly project status reports including meeting agendas, risk management logs, help desk ticket status, and meeting minutes.
- Participate in daily stand-up calls during transition periods and lead bi-weekly project status meetings with IRS personnel.
- Implement the Quality Control Plan (QCP) to ensure all services meet accuracy and timeliness standards, and deliver an Annual Performance Report summarizing accomplishments and recommendations.
- Oversee the prioritization and execution of the TRIRIGA backlog, maintaining a living tracker with estimated levels of effort (LOE).
- Manage interactions between Government product owners, IRS enterprise IT, security organizations, and third-party IBM FedRAMP service providers.
- Manages the risk management log based on tasks and activities in the approved project plan.
- Consults with the CO or COR when a help desk ticket cannot be resolved within the stated "Resolution Time" for its priority level.
- Act as the knowledge transfer manager to oversee the handoff of services during transition-out periods
PM Experience, Education, Skills, Abilities requested: Required Qualifications
- Bachelor's degree in computer science, Information Systems, Project Management, or a related field; or equivalent experience.
- PMP certification or equivalent project management experience.
- Strong understanding of Integrated Workplace Management Systems (IWMS) and CAFM systems, specifically IBM TRIRIGA.
- Demonstrated ability to manage federal project management standards, reporting, and lifecycle requirements.
- Experience managing cross-functional teams, including application developers, help desk staff, and training specialists.
- Expertise in risk identification, mitigation strategies, and schedule management using Microsoft Project.
- Ability to work under general supervision and manage multiple concurrent tasks with minimal guidance.
- Strong analytical, communication, and problem-solving skills.
Preferred Qualifications
- Specific knowledge of TRIRIGA transition activities to Maximo Real Estate and Facilities (MREF).
- Experience operating systems in compliance with FedRAMP (Moderate/High), FISMA, NIST SP 800-53, and Section 508.
- Skills with TRIRIGA Cloud-Based SaaS environments.
- Minimum Security Level:
- Tier 4 Public Trust (High Risk/Sensitive)
