Under regular supervision, performs a variety of skilled and semi-skilled tasks in the installation, maintenance, and repair of stormwater utility systems. Work involves operating and performing maintenance and repairs using a variety of heavy equipment and trucks utilized in stormwater utility maintenance and repair activities; acting as the foreman in the absence of the supervisor; serving as Crew chief in the stormwater departments. Reports to the Utilities Supervisor.

Supervises and performs repair and maintenance of stormwater lines and appurtenances in a safe and effective manner. Must be able to repair stormwater lines so as to not jeopardize the health of the public and crewmembers. Operates heavy equipment and trucks under a variety of conditions performing required work tasks in a safe and effective manner. Operates equipment and vehicles in proper manner, in the performance of those tasks for which it was intended for use, and within established city safety policy. Maintains records of work orders serviced and addresses. Keeps records of materials and time needed to complete tasks and reports the same to the supervisor. Pushes levers and depresses pedals to move machine, to lower and push shovel into material, and to lift, swing, and dump contents of shovel into truck, car, or onto conveyor, hopper, or stockpile. Operates the Jet/Vac truck and jetter trailer to alleviate stormwater problems, and clean lines as needed. Operates the rights-of -way tractor. Performs duties of utility technician and acts as crew leader of utility technicians. May be required to complete emergency over-time on an on-needed basis. Performs required preventative inspection and maintenance of assigned equipment and trucks in accordance with established standards and advises supervisors of any mechanical problems and need for upcoming scheduled service. Cleans equipment as needed. Performs all duties in conformance to appropriate safety and security standards. Reports unsafe conditions or defects in equipment. Reports all accidents and incidents (including near misses) as soon as they occur. Works according to good safety practices as posted, instructed, and/or discussed. Follows safety rules and regulations and uses personal protective equipment. Refrains from any unsafe behavior or act that might endanger self or fellow worker(s). Participates in safety training, makes suggestions as necessary; serves on committees or inspection teams when appropriate. Wears seatbelt while driving to and from job sites. Operates a variety of motorized vehicles, equipment, and machinery including cranes, trailer, diesel electric generators, gas engine, generator sets, rotary hammer, jack hammer, side grinder, tapping machine, trailer, pumps, bush hog, boring unit, jacks, ditch jacks, air-pacs, blowers, jet vac truck, right of way tractor, back-hoe, dump truck, pickup truck, utility truck, tamper, compressors, mobile radio, Hydra-stop equipment, sewer line television equipment, tamps, computer aided leak detection device and analyzer, computer aided sewer flow monitor, computer, calculator, grade leveling device, service line replacement system, electronic meter reading device, grade leveling device, etc. Uses a variety of tools and supplies including buckets, cables, chains, grapples, holding fixtures, hooks, nets, pallets, ropes, slings, turnbuckles, work orders, demolition saw, chain saw, safety tripod, box, rakes, probing rods, oxygen gas, analyzers, concrete tools, hammers, common hand and power tools, shovels, wrenches, detection devices, etc. ADDITIONAL JOB FUNCTIONS May operate an excavator, be designated Back-Hoe Operator, and be a designated skid-steer operator. May act as inspector for the department. Performs other duties as required by Supervisor. Is required to fill in other positions within the department. Performs related duties as required.

Minimum qualifications & Requirements

Requires a high school diploma or GED equivalent supplemented by two years of experience in the use of medium and heavy equipment with one year of which must have been related to utility systems; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have a valid South Carolina operator's and commercial driver's license with tanker and airbrake endorsements, or ability to obtain one. Must possess or the ability to obtain Certified Erosion Prevention & Sediment Control Inspector Certification as required. Remains subject to confined space entry requirements, and responsible for PPE as needed. Employee is required to abide by all City of Clemson, State, and Federal Safety laws.
