Network Operations Analyst

Job Summary
Manage End-of Train (EOT) device asset distribution and produce standardized maintenance instructions drawings that meet or exceed all federal and state laws, rules and regulations, CSX Transportation (CSXT) operating rules, Association of American Railroads (AAR) regulations. Participate in Railroad industry meetings as applicable. Serve as secondary communications interface for internal customers for all field related Communications projects. Assist with the enhancements and support to End-of-Train (EOT), My Engineering Life (MEL), and Master Engineering Asset Database (MEAD) systems.

Collaborate with the Network Operations and Back Office Systems Managers and provide comprehensive assistance in managing network and server infrastructure activities for the Next Generation Dispatch (NGD) Internet Protocol (IP) Network as well as the Positive Train Control (PTC) IP Network. Ensure activities are within the limits of applicable laws, codes, and regulations. Perform other adhoc duties as assigned.

Primary Activities and Responsibilities

  • Lead End-of-Train (EOT) distribution and support settlement. Maintain EOT Website and Reporting. Lead field EOT Shops to ensure quality repair and maintenance of EOT devices.
  • Work with Technology business partners to enhance End-of-Train (EOT), My Engineering Life (MEL), and Master Engineering Asset Database (MEAD).
  • Continuously monitor the performance of the networks to determine if changes are necessary and to identify specific areas where future enhancements or maintenance should be implemented. Additionally, provide comprehensive support to guarantee that all workstations, servers, and other network-connected devices maintain reliable and proper connectivity throughout the system.
  • Maintain records concerning both network performance, maintenance, and repairs. Interact with users of the network to produce a roadmap to fix the existing problems of the systems.
  • Aide in the network analysis, modeling, planning, and proper coordination between hardware and software of network and data communications. Provide mentoring and guidance to C&S Project and Network Operations Center (NOC) employees. Provide technical assistance and technical training to staff.
  • Analyze the scope of a project to determine what hardware and software is necessary, what type of data is to be used, how the information is to be shared across a network and how the network will ultimately be configured.
  • Miscellaneous activities and responsibilities as assigned by manager.

Minimum Qualifications

  • Associates Degree from an accredited institution required in Electronics/Electronic Trades, Electrical Engineering, or related major field of study
  • 3 or more years of experience required in Communications and Signals (C&S), Telecommunications Systems, Programming/Script Writing, Computers or Networking

Equivalent Minimum Qualifications

  • High School Diploma/GED
  • 5 or more years of experience required in Communications and Signals (C&S), Telecommunications Systems, Programming/Script Writing, Computers or Networking

Preferred Qualifications

  • Bachelor's Degree from an accredited institution in Electrical Engineering or Computer Science
  • 5 or more years of supervisory experience required in Communications and Signals (C&S), Telecommunications Systems, Programming/Script Writing, Computers or Networking
  • Microsoft Certified Engineer (MSCE) or Cisco Certified Network Professional (CCNP)
    Cisco Certified Network Professional (CCNP)
    Microsoft Certification

Knowledge and Skills

  • Railroad industry knowledge
  • FRA regulatory knowledge
  • Effective analytical and debugging skills with customer-facing products, and excellent organization, prioritization, and communication skills.
  • Knowledge of network fundamentals such as TCP/IP, spanning-tree, subnetting, routing protocols, access control lists, wireless, vpn, and firewall operations.
  • Practical experience with data center and enterprise architectures including fabrics, SD-WAN, SDN, VPN technologies, and wireless.
  • Experience with programming languages, such as Perl, Python or Bash.
  • Familiarity with network automation practices and technology, including tools such as Ansible or Salt
  • Proficient knowledge of VMWARE-SAS, Netscout Packet Capture systems, Interoperable Train Control Messaging, interoperable Train Control Radio, and Interoperable Train Control System Management
  • Knowledge of Dispatcher Consoles and recording systems for both dispatch and yards
  • Understanding of technical integration technologies such as API operations
  • Windows, Linux, and UNIX skills
  • Microsoft Office skills (Outlook, Excel, and PowerPoint)

Job Requirements

  • Wear personal protective equipment (PPE) such as hard hat, hearing protection, steel-toe work boots, reflective safety vest, and safety glasses. This lists only the basics other PPE maybe required depending on job task.
  • Work hours may vary in length and schedule. Work hours may include a nonstandard workweek.
  • The ability to travel a minimum of 25% of the time and work in all weather conditions.
  • Federal regulations require random testing for drugs and/or alcohol.
  • The applicant selected for this position may be required to successfully complete a background check and physical including a drug test. Passing results must be received prior to start date in new position.
