Position Purpose The Chief Accounting Officer leads the accounting function including general ledger accounting, financial reporting and budgeting. The role partners with the CFO and the Controller to support the organization's complete accounting needs. In addition, there is coordination with the Executive Management Team. The role manages change to create efficiency and best practice and drive continuous improvement in the department. The role has accountability to ensure complete/accurate financial, statistical, and accounting records of the Bank and all affiliates as well as formulating and executing on accounting policies, objectives and programs. This is an in office position at the Bank's Rockville headquarters. Position Responsibilities
- Leads and manages the accounting team to ensure accurate and timely financial reporting and compliance.
- Leads all aspects of accounting functions including month-end close, quarter-end close, including the annual audit process to ensure that financial information is accurate and timely.
- Coordination with the CFO the preparation of all required SEC filings
- Ensures a high-quality corporate governance environment related to accounting and the maintenance of appropriate checks and balances withing the accounting functions.
- In partnership with the CFO, serve as the technical accounting decision-maker for the Bank.
- Manages the accounting budget - establishing the right mix of internal and outside spend and demonstrating innovation in how finance services are delivered.
- Manages the agreed upon control structure that complies with SOX.
- Builds efficiencies into all aspects of the accounting team's functions including how these link to all broader Bank systems that feed financial information and coordination with other departments of the Bank that provide information that impact financial reporting.
- Shorten the close processes, close financials quarterly and ensures the Bank is in a position to comply with regulatory and SEC rules and laws.
- Ensure compliance with all GAAP and other applicable rules, laws and financial regulations as well as tax compliance.
- Champion and roll out system enhancements (including AI) and ensure team is fully functioning as efficiently as possible.
- Provides strategic insights and recommendations to drive financial performance,
- Develops and implements financial procedures, policies, and controls, reporting, and maintenance of corporate accounting and financial records.
- Owns preparation, accuracy and timely filing of all regulatory reports (call report, Y-9C, FFIEC schedules) and ensures alignment to GAAP and regulatory capital rules
- Partners closely with the Credit organization to ensure the ACL/CECL methodology is robust and well-documented, including model selection, qualitative factor evaluation and scenario assumptions
- Partners with IT and Risk to ensure system architecture clearly maps to accounting workflows
- Works with Treasury and ALCO to ensure securities portfolio accounting is properly recorded, documented and disclosed
- Leads purchase accounting for acquisitions and portfolio purchases, ensuring accurate valuation of acquired assets and assumed liabilities, fair value marks and related Day 2 accounting
- Work with risk to oversee enterprise-wide controls mapping, ensuring accounting control dependencies are reflected in ERM frameworks
- Responsible for maintaining a complete set of accounting policy manuals, including annual updates, training and board/audit committee approval cycles
- Has financial and administrative oversight to ensure that accounting, planning and financial reporting systems meet the needs of senior management, outside auditors, corporate counsel, and other appropriate constituencies.
- Drives continuous improvement initiatives that enhance efficiency, automation, and scalability of accounting processes.
- Builds strong relationships with key stakeholders across the Bank to support long-term departmental goals.
- Complies with all federal and state rules and regulations that effect this job position and perform the required ongoing training for those regulations as directed by the Compliance Officer.
- Mentors and coaches direct reports within the team.
- Manages performance of the team and conducts performance reviews within the processes of the Bank.
- Presents accounting and auditing matters to the Board Audit Committee.
- Interfaces with the external auditors and oversees the providing of all requested information and schedules
- Works with Compliance to ensure Internal Audit work is focused on key risks and deficiencies.
- Oversee all tax compliance (with income tax filings prepared by the external auditors).
Minimum Education & Experience
- 15+ years of progressive management responsibility in accounting in public accounting or industry, preferably for a large publicly traded bank.
- Accounting Degree required.
- Active CPA license required.
- Thorough knowledge of bank regulatory environment and reporting requirements.
Technical Knowledge and Skills
- Thorough understanding of GAAP
- Ability to research accounting issues using relevant guidance
- Thorough understanding of financial systems with the ability to critically review and establish and document appropriate processes in accordance with best practices Proficient in MS Office; advanced in Excel.
- SOX and internal controls experience
- Ability to coach, mentor, develop and lead a team of experienced professionals.
- In depth understanding of banking
- Excellent quantitative, analytical and financial skills are essential
- Strong verbal and written communication skills
- Strong problem solving and critical thinking skills
Compensation
- Base Salary Range: Final determination of where you are at in the salary range is based on numerous factors such as relevant experience, skill set, education, geographic location, and ability to meet qualifications within the job description.
- Additional Compensation: This role will include a yearly annual target bonus based on individual performance
Working Arrangements
- This role is expected to work in a hybrid capacity. Open to remote candidates who are willing to travel into the office as needed.
