Position Summary:

The Manager of Government Billing & Collections is responsible for overseeing the daily operations of the insurance billing and collections functions across the enterprise. This role leads a multi-team structure focused on Medicare, Medicaid, and Rural Health/Critical Access Hospital government billing.

The Manager ensures billing accuracy, compliance, and efficiency while driving continuous improvement across the government reimbursement cycle. This includes leveraging technology, optimizing workflows, reducing denials, and implementing best practices that support organizational performance goals.

The ideal candidate is an experienced healthcare billing leader with a passion for problem-solving, team development, and operational excellence.

Key Responsibilities:

  • Lead day-to-day operations for Medicare, Medicaid, and Rural Health government billing teams, including three direct supervisor reports.

  • Oversee staff working across government payors-including Medicare, Medicaid, HMOs, and managed care plans.

  • Manage complex billing cycles while ensuring adherence to organizational policies, regulatory requirements, and payer guidelines.

  • Drive denial prevention and resolution efforts, including root-cause analysis of payer denials (e.g., credentialing issues, payer configuration issues).

  • Partner with cross-functional teams to identify process gaps, implement system improvements, and enhance revenue cycle performance.

  • Champion automation and best practices to improve productivity, reduce errors, and optimize billing workflows.

  • Monitor metrics, trends, and performance targets-supporting enterprise goals to achieve the 25th percentile in Epic benchmarks for government billing.

  • Provide strong leadership, coaching, and accountability for supervisors and AR Representatives.

  • Support the continued development of the new Rural Health Government Billing team, including CAH and RHC-specific billing requirements.

Required Qualifications:

Education:Bachelor's degree required in Healthcare Management, Business Administration, Accounting, or a related field.

Experience:

  • Minimum of 5 years of experience in billing or accounts receivable.

  • Minimum of 2 years in a supervisory or managerial role.

  • Healthcare billing experience required; experience with Medicare, Medicaid, Rural Health Clinics (RHC), and Critical Access Hospitals (CAH) strongly preferred.

Work Environment:

  • Hybrid schedule: 2-3 days onsite and 2-3 days remote per week.

  • Candidates may work from Onalaska, WI; Green Bay, WI; or any affiliated Critical Access Hospital.
