The purpose of this position is to ensure the operation of City water, wastewater and meter systems. This is accomplished by overseeing operations of City water, wastewater and meter systems. Other duties may include providing reports to state and federal agencies, customer service, maintaining department inventories, supervising employees, setting goals, monitoring various related programs and interfacing with other City employees and citizens. This position provides direction to other employees.

Essential Functions

- Oversees operations of water, sewer and meter systems by receiving work orders and assignments, assigning jobs to proper crew members, managing work on highly visible, complex or critical work assignments and conducting quality control processes to ensure use of proper techniques and processes.
- Provides customer service by communicating with customers, contractors, vendors and City personnel, assessing customer needs, solving problems and deploying Department resources as required.
- Maintains department inventories by assessing supply and equipment needs, ordering and receiving parts and equipment, maintaining inventory records, processing payments, contacting vendors for quotes and questions and inspecting received parts and equipment for completeness and damage.
- Supervises employees by scheduling employee classes and training, conducting performance evaluations, coordinating duty rosters, interviewing applicants, selecting applicants for hire and performing disciplinary duties.
- Sets goals for the department by communicating goals to employees and setting goals and objectives using City policies and procedures and other safety policy and procedure manuals as guides.
- Monitors programs, water usage, S.C.A.D.A. and meter change outs by assigning crews to install monitors, determining water usage as calculated by S.C.A.D.A., mapping touch-read meters and managing the water quality testing program.

Job Requirements

Education & Experience: Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be: * Associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school plus three (3) years of relevant work experience Other combinations of education and experience may be considered. Certification and Other Requirements Valid Class C Drivers License, Class A preferred; Class III Collection, Sewer; Grade "C" Distribution.
Overall Physical Strength Demands Sedentary - Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

Reading
Intermediate - Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Math
Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Writing
Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Managerial
Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
Budget Responsibility
Does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units)
