Nature of Work: This is entry-level professional accounting work in the creation, analysis, and audit of financial records. Work involves the application of accounting principles to financial records, the establishment and maintenance of fiscal systems, and the installation of systems charges. Work also includes serving as liaison between the Finance Department and other City departments as well as external parties, providing assistance in financial matters, and ensuring that budgetary policies are observed. Employees in this classification may supervise a small group of employees. This classification involves working with relative independence, referring new or complex issues to a superior.

Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience. Bachelors degree in Accounting OR an equivalent combination of education and experience.

Special Qualifications: Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day.

Pay Range: $63,065.60 with step increases to $86,715.20 Annually

Examination Information: The multiple-choice/written examination will be on Friday, February 13, 2026, at 9:00am at the Omaha/Douglas Civic Center, 1819 Farnam Street, 7th floor, room 702. An invitation via email to the exam will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to the test for the position. The test is designed to assess knowledge of the job, skills, and abilities of this position. The passing score on the examination is 60%. This will be weighted 100% in the final score.

Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by February 13, 2026.

Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class. * Conducts continuous audits of accounts and financial records of City departments, reviews procedures and methods for compliance with City charter provisions, ordinances, and departmental and federal guidelines, and monitors expenditures to ensure that budgetary constraints are observed.
* Investigates discrepancies in accounting and other internal system deficiencies, makes recommendations for resolutions, and prepares statements and reports of audit findings.
* Compiles and calculates data in the preparation of departmental reports and prepares monthly, quarterly, and annual reporting.
* Records various journal entries in assigned funds and departments, which may include chargebacks, payroll, benefits, accruals, deferrals, encumbrances, and other correcting entries.
* Assists in year-end accounting functions such as opening, closing, and adjusting entries to determine the City's financial position.
* Prepares payment vouchers for travel, utility, and other expenses of the departments and private agencies for goods and services received.
* Assists in budget preparations, reviewing departments' budget requests, and computing results and other revenue-producing items.
* Maintains records of fixed assets, city insurance, and surety bonds, and conducts inventories for accuracy.
* Reviews leases, proposed property purchases, and inventory methods, and recommends appropriate financing and accounting procedures.
* Manages accounting records for employee pension systems.
* Communicates with money managers and processes transactions and year-end entries, as well as preparing reports.
* Reviews and approves payment requests submitted by assigned departments.
* Creates city council ordinances and reviews department-submitted council items for compliance with financial policies, purchasing policies, and City charter provisions, and to ensure funding availability.
* Audits selected contractors to determine whether contract obligations are met.
* Prepares or proofreads financial statements, projections, and reports.
* Maintains subsidiary and general ledger accounts to provide financial information on special funds.
* Monitors revenues such as vehicle rental occupation, wheel, restaurant, and hotel/motel tax revenues, as well as auditing the records of businesses being taxed and preparing necessary related reports.
* Performs internal and external auditing work in examining and verifying the accuracy of a variety of accounting reports, records, documents, statements, and other financial information.
* Checks estimates of vendors, consultants, and contractors for accuracy of prior billings and amounts owed, and completes contractor payment request forms from work in progress.
* Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
* Performs other related duties as assigned or as the situation dictates within the scope of this classification.
