Resource Manager

Purpose:


  • Valkyrie Enterprises is seeking a Resource Manager to support their Maritime Modernization division. They will be determining personnel requirements, providing ongoing support to program and project managers, and collaborating on resource management with other divisions in the company. This position is in Norfolk, VA


Job Description:


  • Assign available personnel to projects based on their skills and experience.
  • Hire new personnel in accordance with project budgets and needs.
  • Provide project managers with ongoing resource management and support.
  • Monitor personnel utilization, workload, and hours worked.
  • Mitigate resource concerns by reallocating resources, adjusting goals, or assign additional personnel.
  • Act as a liaison between HR and the employee on payroll, compensation, and benefits.
  • Collaborate on resource management with other divisions within the company.
  • Document processes and maintain records.
  • Assign staff to shipboard and land based projects.


Qualifications:


  • Must have a bachelor's degree in resource management or related field and at least 3 years relevant experience. Specific additional experience would be considered in lieu of a degree.
  • Must have experience in a senior technical position for Naval ship design, modernization and/or Navy Planning Yard.
  • Must have project management experience in managing personnel in the planning and execution of work requirement resources
  • Must have experience similar to or close to that of a prior Navy Senior Enlisted E7-E9 with data management experience such as IT or 3MC for Navy ships
  • Must be able to utilize different IT programs to manage resources, personnel and materials order status.
  • Must have Experience in working with other program managers and executive leadership in determining requires resources for personnel to meet strategic objectives
  • Must have Experience in developing workload or resource loading charts to manage current and projected workloads for personnel
  • Must have Experience in working with cross functional teams in different disciplines to achieve a business objective
  • Must have Experience in data collection and analysis of provided reports and develop end of visit reports in support of Program Mangers
  • Must have the Ability to adapt to changing environment that shift priorities and resources based on customer needs.
  • Must have Experience in managing budgets.
  • Must have Microsoft Excel and Project experience.
  • Must have Excellent interpersonal and communication skills.
  • Must be well organized.


Desired Qualifications:


  • At least 5 years of experience in a senior technical position for Naval ship design, modernization and/or Navy Planning Yard requirements is preferred.
  • Knowledgeable in NAVSEA is preferred.
  • Experience with project management and system engineering is preferred.
  • Experience should include shipyard construction, overhaul practices, design standards, and principals of shipbuilding is preferred.
  • Shipboard Installation experience is preferred.


Security Requirements:


  • Must be eligible to obtain and maintain a DoD Secret security clearance to access military facilities, naval shipyards, and private shipyards.


Travel Requirements:


  • Occasional travel-up to 10%
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Physical Requirements:


  • Must be able to work in an office, industrial, or shipboard environment.
  • Must be able to climb ladders and transit decks on Navy vessels through harsh environment with the shipyards and shipboard compartments.
  • Be able to lift and move materials not to exceed the guidelines set for one-man lift. Must be able to perform site surveys and carry a laptop computer.

Pay Range: $80,000 - $90,000 per year
