Overview

Our Transportation Discipline is currently looking to hire a Traffic Practice Leader for the Mid-Atlantic. This is a strategic executive leader responsible for overseeing all traffic engineering, transportation planning, mobility innovation, and roadway operations initiatives within the Mid-Atlantic. This role directs the planning, design, implementation, and optimization of traffic systems and infrastructure to ensure safety, efficiency, sustainability, and compliance with regulatory standards. The Practice Leader sets the technical vision, leads multidisciplinary engineering teams, and collaborates with government agencies, private partners, and community stakeholders to deliver high-impact transportation solutions.

Duties, Responsibilities & Other

Strategic Leadership

    Develop and execute the organization's long-term traffic engineering and mobility strategy.
  • Previous experience working with MDOT, DelDOT and VDOT.
  • Identify target clients and opportunities the best position KCI to expand our presence in the mid-Atlantic market and build a backlog with the DOT, municipal clients and others.
  • Lead innovative initiatives related to intelligent transportation systems (ITS), smart mobility, and emerging technologies.
  • Serve as a senior advisor to executive leadership on transportation trends, risks, and policy impacts.

Traffic Engineering & Operations

  • Oversee the planning, modeling, and design of traffic control systems, roadway networks, signal timing, and congestion-management strategies.
  • Lead large-scale transportation projects including corridor studies, intersection enhancements, and multimodal infrastructure upgrades.
  • Ensure compliance with MUTCD, AASHTO, FHWA standards, and state/local regulations.
  • Manage development and optimization of traffic simulation models (e.g., Synchro, VISSIM).

Project & Program Management

  • Direct complex engineering programs from concept through construction and post-implementation evaluation.
  • Oversee budgeting, forecasting, resource allocation, and capital planning for transportation projects.
  • Manage vendor, contractor, and consultant relationships to ensure cost-effective project delivery.
  • Conduct high-level risk assessments and ensure adherence to safety and quality standards.

Stakeholder & Public Engagement

  • Collaborate with city, state, and federal agencies on transportation planning, funding, and regulatory compliance.
  • Represent the organization at public hearings, board meetings, and industry conferences.
  • Communicate complex engineering concepts to non-technical stakeholders and community groups.

Team Leadership & Development

  • Lead and mentor teams of traffic engineers, planners, data analysts, and technical specialists.
  • Foster a culture of continuous learning, innovation, and collaboration.
  • Recruit, develop, and retain top engineering talent.

Qualifications

Education and/or Work Experience Requirements:
* Bachelor's Degree in related field (AEC Industry) and minimum of 7 years of related professional experience, or 11 years of equivalent
professional experience.
* Progressive professional and increasing project management and organizational management experience.
* Proven experience in project management roles within the technical practice.
* Demonstrated leadership capability to build and lead teams of technical practitioners and/or project managers.
* Strong interpersonal as well as verbal and written communication skills, with the ability to motivate and inspire teams.
* Demonstrated ability to effectively manage budgets, project margins, and cash flow.
* Experience in business development, with a focus on maximizing client relationships and identifying growth opportunities.
* Commitment to fostering a culture of continuous improvement and excellence within the Practice.
* Strong problem-solving skills and the ability to make decisions.
* Adaptability and the ability to manage multiple priorities in a fast-paced environment.
* Proficiency in relevant software and tools use in the practice area.
* Knowledge of regulatory requirements and industry standards related to the service line.

Certificates, licenses, and/or Registrations Required:
* Ability to complete the KCI PM Training and Contract Training within six months of start date.

Certificates, licenses, and/or Registrations Preferred:
* Professional license or certification within the field of expertise preferred.
