Program Control Analyst

Job Requirements:

Perform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost and schedule performance guidelines.

Assist Program Office in the planning, tracking, analysis and reporting of projects of varying size, complexity, and contract type.

Develop and maintain budgets, forecasts, cost/schedule baselines, variances, and estimates at completion (EACs).

Ensure adequate funding availability by maintaining accurate records of expenditures, open commitments, preparation of expenditure projections, and assisting in submitting timely requests for additional funding to the government.

Reconcile and track personnel charging against authorization; facilitate and monitor corrections, when needed.

Internal reporting of funding, expenditures, and risk.

Significant collaboration with Program Managers, Accounting, Contracts & Procurement personnel, senior technical personnel, and other internal functions or support departments.

Collect monthly CMS reports from PMs and submit (via email) monthly reports to the CMS CORs et al, as per the program contract.

Compile monthly data for DISA contract for PM.

Prepare purchase requisitions, as needed, for ODC and Subcontractors, on programs coordinating with the PM, purchasing and contracts.

Work with the accounting manager to review/reconcile monthly prior to requesting PMs approvals.

Review and approve in Unanet subcontractor invoices received monthly through AP process.

Schedule team meetings as needed; monthly program reviews; senior management meeting.

Compile senior management weekly reporting for DCCA president.

Other duties as assigned.

Required Skills:

Minimum 4 years of experience in project support or management.

Strong interpersonal and relationship-building skills.

Must be able to work independently and as a key member of a team.

Must be able to handle multiple tasks/projects.

Excellent communication and negotiation skills.

Experience with all Contract Types (T&M, FFP, CPFF, CPAF, including incentive).

Knowledge of contract types and how it impacts contracts, billing / invoices, and program funding.

Experience with various government agencies and/or commercial customers.

Strong knowledge of Microsoft tools (Word, Excel, PowerPoint, etc.), particular strength in MS Excel a must.

Strong financial background.

Local travel as needed.

Education / Pluses:

Education:

BS/BA in Business Administration or a related discipline (Additional experience may be considered in lieu of degree).

Pluses:

Federal Government (CMS) Experience.

Working knowledge of Earned Value Management (EVM).

The proposed salary range for this position in Maryland is 70,000 to 110,000. Final salary will be determined based on various factors.
