The Land Development Business Unit is seeking a Civil Engineering Market Leader in Tustin, Los Angeles, Ontario, or Santa Clarita, CA.

About the Role

The California Market Leader for Land Development holds regional market leadership, sales performance, and business growth responsibility for DEA's Land Development Business Unit (LDBU). This is a pivotal leadership role that balances client strategy, market expansion, and operational excellence, driving success through collaboration, innovation, and accountability.

The Market Leader builds effective relationships with clients and agency partners across California, secures new business for the Land Development Business Unit, and ensures DEA's cultural drivers are lived through every project and team interaction. This role also provides leadership to Delivery and Client Leaders, ensuring projects are technically sound, financially successful, and deliver exceptional client experience.

What You'll Do Key Responsibilities: Sales Growth and Business Development
  • Achieve sales targets for new work, backlog growth, and invoiced net fees.
  • Secure new business for the Land Development Business Unit through proactive relationship-building and strategic pursuits.
  • Develop and execute 12-month rolling pipeline forecasts to ensure sustainable market growth.
  • Build DEA's visibility and brand across the California market through participation in professional organizations and industry events.
Client and Market Leadership
  • Serve as Client Leader for key accounts, ensuring DEA is viewed as a trusted partner.
  • Build effective relationships with clients that grow the Land Development business and expand areas of practice in California.
  • Lead the California Regional Client Leaders team, fostering collaboration and shared accountability for client satisfaction and growth.
  • Through Delivery Leaders, ensure services provided by project teams enhance client relationships and strengthen DEA's reputation for technical excellence.
  • Champion DEA's cultural drivers and values throughout the Business Unit.
Operational and Team Leadership
  • Provide leadership to Delivery and Client Leaders, ensuring operational discipline, technical quality, and project delivery excellence.
  • Mentor and develop people within the Business Unit, creating opportunities for growth and advancement.
  • Manage and mitigate business risks while ensuring safety and compliance across all operations.
Project Management and Delivery Integration
  • Serve as Principal-in-Charge or Project Manager on strategic pursuits and complex projects.
  • Ensure projects are delivered on time, within scope and budget, and meet DEA's quality standards.
  • Lead contract management, change control, invoicing, and forecasting for assigned projects.
  • Support Client Team Leaders in meeting with clients, particularly when senior presence is needed.
  • Promote the DEA Difference through proactive communication, accountability, and results-driven leadership.

What You Bring Required Qualifications:
  • Bachelor's degree in civil engineering, planning, or a related discipline.
  • Desired but not required Licensed Professional Engineer (PE) in California or ability to obtain licensure.
  • 15+ years of progressive experience in land development, site design, or related fields, with demonstrated leadership in business development and project management.
  • Proven ability to cultivate strong client relationships and drive growth in a competitive market.
  • Deep understanding of California's development landscape, including entitlement processes, infrastructure funding, and local agency dynamics.
  • Strong financial and operational acumen, with experience in forecasting, risk management, and project profitability.
  • Demonstrated success in mentoring teams and fostering a high-performing, inclusive culture.

* The posted salary range represents the typical range for this position and is provided in accordance with applicable state and local pay transparency laws. Actual compensation will be commensurate with experience, qualifications, and geographic location.
