Overview

CAES by Honeywell is a fast-growing part of Honeywell Aerospace Technology, a growing Aerospace organization and we have an exciting opportunity for a Contracts Manager in our Lancaster, PA site.

The Contracts Manager is a strategic leader responsible for overseeing the entire contract lifecycle, from proposal to execution and closeout. You are expected to possess a deep understanding of contract law, negotiation skills, the ability to manage complex contracts in a fast-paced environment. You will be involved in collaborating with various departments and ensuring compliance with regulations and customer expectations. Additionally, the Contracts Manager will monitor contractor performance and provide contract support to ensure program execution.


Responsibilities

The successful candidate must have a proven history of working independently as well as part of an integrated team. In this role, you will showcase your business acumen on a daily basis while you advise peers and superiors on all contractual matters from proposal through closeout. This person must have superior knowledge of the FAR, DFARS, and applicable federal laws and regulations with a specific focus on "Truthful Cost or Pricing Data Act" (formerly the Truth in Negotiations Act "TINA"). You will be relied upon for sound advice relative to IP protection and data rights assertions. Effective verbal and written communication skills are essential to this role. You will communicate with internal and external stakeholders at varying levels

  • Performs and/or oversees "cradle to grave" contract management activities, including providing sound advice on proposal preparation and contract risk mitigation.
  • Negotiates and administers contracts and related auxiliary agreements and guides and coordinates contracts professionals, where applicable, on such activities.
  • Represents the Company independently or as team leader on complex, high-risk and/or large-scale customer and supply chain transactions.
  • Contributes expertise to contract strategy meetings to identify issues and customer requirements.
  • Prepares and presents analyses of completed bid/proposal packages, including recommendations to management for negotiation strategies.
  • Monitors programs and proactively identifies and resolves problems related to contract changes and compliance with schedules, specifications, and other obligations.
  • Advises management of contractual rights and obligations and recommendations to mitigate contractual/program risks.
  • Fosters and maintains a sound and reliable relationship with counterparts in internal (especially Program Management and Finance) and external customer organizations.
  • Shares subject matter expertise to train Business Area cross functional staff on contract issues to raise contracting awareness, as needed.
  • As a member of the CAES Contracts team and broader Contracts, Compliance, Legal ("CCL") team, assists with development and implementation of functional strategy and deliverables.
  • Participates in and, when requested, leads special projects or improvement initiatives as designated by senior leaders within CCL.

Qualifications

Minimum Requirements:

  • Bachelor's Degree and minimum 12 years' experience in specialized contracts administration; or Master's Degree and minimum 10 years' experience in specialized contracts administration
  • Background in reporting and analysis
  • Advanced Excel spreadsheet skills (experience with pivot tables, v-lookups, macros, etc.)
  • Knowledge of FAR, DFARs regulations, Truth In Negotiations Act, and CAS
  • This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license).

Preferred Qualifications:

  • Bachelor's Degree and minimum 15 years' experience in specialized contracts administration; or Master's Degree and minimum 12 years' experience in specialized contracts administration
  • Proficient in SAP and Salesforce
  • Demonstrated ability to achieve positive results through influence, negotiation, process improvement or change management
  • Industry recognized certification (CPCM or CFCM)
  • Experience with US Export Control Laws (e.g. ITAR, EAR).
  • International contracts experience, including familiarity with cross-border regulations and compliance requirements.

Salary Range: Contracts Manager: $119,000.00 - 179,040.00
