Qualifications

Education and Experience: Bachelor's degree and six years of experience in project management, systems analysis, or a related field, including one year leading teams or managing major projects.

Substitution for Bachelor's degree: Relevant IT Associate's Degree.

OR

An Associate's degree and two years of related IT experience may substitute for the bachelor's degree requirement.

Substitution of Experience for Education: Related IT experience may substitute for the required bachelor's degree on a year-for-year basis to a maximum of four years.

Overview

Under minimal supervision, leads and manages complex IT projects with minimal supervision. Responsible for overseeing scope, schedule, budget, and quality while ensuring alignment with organizational objectives. Coordinates stakeholder engagement, drives strategic outcomes, and mentors project staff. This is the senior-level position in the Project Manager classification series. Operates with a high degree of autonomy and serves as a strategic partner to executive leadership. Provides oversight to project team staff and is often accountable for major enterprise initiatives or system implementations that impact multiple divisions or agencies. This class differs from the intermediate class in that incumbents of the latter may supervise other staff and performs at the working-level with an intermediate understanding of the Project Manager duties/functions and can perform some tasks independently while contributing to team efforts. This class differs from the Project Dir in that incumbents of the latter provides oversight and is responsible for planning, initiating, and managing large, complex information technology (IT) projects.

Responsibilities

  1. Develop and oversee comprehensive project plans, schedules, budgets, and quality management processes.
  2. Lead cross-functional teams and manage stakeholder communications across departments and external partners.
  3. Monitor project milestones and performance metrics; proactively resolve issues and escalate risks as appropriate.
  4. Ensure documentation accuracy, manage project repositories, and lead post-project evaluations.
  5. Mentor and coach project staff to build team capacity and reinforce project management methodologies.
  6. Oversee procurement activities, risk mitigation, and compliance with internal policies and regulatory requirements.
  7. Track and manage scope, timeline, and budget adherence to ensure successful project delivery.
