Description

The
Learning & Development Manager is responsible for building, leading, and
continuously evolving Coakley & Williams Construction's learning and
development function. As a newly created position, the Learning &
Development Manager will set the vision, strategy, and execution for all
training and development initiatives across the organization.


This
is a hands-on role requiring both strategic leadership and tactical execution.
The Learning & Development Manager will partner closely with the leadership
team to identify learning needs, uncover skill and capability gaps, and
translate business priorities into effective, scalable learning solutions. This
role will have direct ownership of program design, content creation, launch,
measurement, and continuous improvement.

Key
Responsibilities:

  • Develops, executes, and continuously refines the company's
    enterprise-wide talent acquisition strategy to support business growth,
    workforce plans, and hiring needs across all sectors and functions.
  • Set and execute the overall learning and development strategy,
    including defining priorities, sequencing initiatives, and establishing a
    sustainable training cadence aligned to business needs.
  • Design, develop, and manage end-to-end training programs,
    including needs assessment, curriculum design, content creation, facilitation,
    implementation, and ongoing reinforcement.
  • Lead and manage the Catalytic Coaching program by owning the
    annual program cycle, orienting new hires into the coaching process, tracking
    milestone check-ins, and ensuring development plans are created, monitored, and
    progressed.
  • Partner with leaders and managers to support effective use of
    Catalytic Coaching tools and reinforce accountability for development
    conversations.
  • Build and continuously refine leadership development and manager
    training programs focused on people leadership, coaching, communication,
    performance management, and accountability.
  • Develop and maintain career pathing frameworks and learning
    pathways that support skill development, internal mobility, and long-term
    growth.
  • Design, implement, and continuously improve structured onboarding
    programs to ensure new hires are equipped for success and integrated into
    company learning expectations.
  • Create role-based training programs that address job-specific
    skills, knowledge, and behaviors across both field and office roles.
  • Implement, manage, and optimize the Learning Management System
    (LMS), including content organization, learning pathways, and reporting.
  • Define learning success metrics and KPIs; track participation,
    completion, engagement, and effectiveness of programs.
  • Gather feedback from participants, managers, and leaders through
    surveys, check-ins, and data analysis, and translate insights into specific,
    actionable program improvements.
  • Partner closely with executive leadership and department leaders
    to identify current and future skill gaps, evaluate program impact, and align
    learning initiatives to organizational priorities.

Qualifications:

  • Bachelor's degree in Human Resources, Organizational Development,
    Business Administration, or a related discipline field or equivalent relevant
    experience.
  • Ten (10)+ years of progressive experience in learning and
    development, organizational development, or talent development.
  • Demonstrated experience building and leading learning programs
    from strategy through execution.
  • Experience facilitating and delivering training to diverse
    audiences across an organization.
  • Proven experience implementing and managing a Learning Management
    System (LMS).
  • Strong ability to analyze data, measure outcomes, and translate
    insights into improvements.
  • Exceptional communication, facilitation, interpersonal and
    stakeholder management skills.
  • Proficient with Microsoft Outlook, Word, Excel, and PowerPoint.
  • Proficient with Human Resource Information Systems.

Preferred
Qualifications:

  • Experience within the AEC industry (architecture, engineering,
    and/or construction field).
  • Coaching certification or formal leadership development training.

Wage Transparency

In accordance with the Maryland Wage Transparency Law, the base salary range for this position is: $$100,000.00 - $150,000.00

The determination of salary is based on the candidate's individual professional experience, qualifications, education, skills, and training.
