The U.S. Department of Commerce's National Institute of Standards and Technology (NIST) has awarded $15 million to establish the Advancing Standardization in Critical and Emerging Technologies (ASCET) Center of Excellence (CoE) supporting U.S. engagement in international standardization for Critical and Emerging Technologies (CETs). Led by ASTM International, ASCET will drive collaboration between industry, government, and academia to accelerate CET standardization, aligning with the U.S. Government National Standards Strategy for Critical and Emerging Technologies (USG NSSCET) and broader U.S. standardization goals. The Information & Data Sharing Hub Manager will be responsible for developing, and maintaining a comprehensive information and data sharing hub, designed to serve as a central resource for all stakeholders involved in standardization. This hub will include a range of tools and resources, such as standards landscapes, roadmaps, templates, and briefing documents that provide timely and relevant information about ongoing standardization activities. ASCET's hub will maximize leveraging existing knowledge and publicly available standards to ensure the highest pedigree data will be collected by all data generators and stakeholders and later shared for standardization or additional research. The hub will be designed with user-friendliness in mind, ensuring that all stakeholders, from industry experts to SMEs, can easily access the information they need. The Manager also will be responsible for maintaining the currency, timeliness, and appearance of ASCET's website (www.ascet.com) and the website's coordination with the hub.

Key Responsibilities:

Information & Data Sharing Management:

  • Conduct an analysis of the optimal data management and data warehousing functionality and mechanisms to satisfy the needs of the CET ecosystem;
  • Leverage both NIST's and ASTM's extensive knowledge and experience in data management and data sharing to produce an effective platform;
  • Convene stakeholders to solicit input on priorities and needs to ensure that the hub delivers relevant high-value content;
  • Identify and provide access to existing publicly available standards;
  • Leverage lessons learned, best practices, procedures developed for ASTM's Consortium Data Management Workstream;
  • Implement an IP management plan, ensuring that all outputs are open access where appropriate. This approach will maximize the hub's impact, providing a valuable resource for the U.S. private sector to engage in and influence international standardization. Program Management:
  • Manage the programmatic budget, expenditures, and resources for the Data Hub, including the development of program budget forecasts, progress reports, budget justifications for expenditures and the like.
  • Support the development and execution of strategic plans to expand ASCET's presence and impact in the standardization ecosystem.
  • Research and identify grant opportunities, industry sponsorships, and other funding sources.
  • Work closely with leadership to draft proposals, reports, and business cases to secure new opportunities.

In general, the role will be an integral part of the core ASCET team that develops standardization programs, education and workforce development, and knowledge transfer activities to support ASCET's growth and organizational objectives. The role will benefit from having a reasonable understanding of CETs, such as artificial intelligence, biotechnology, quantum technologies, and semiconductors and microelectronics, among other CETs. The role will also engage regularly with communities of stakeholders in various CETs, formulating strategies and plans to further position the work of ASCET within the global technological ecosystem.

Please note, some travel will be required for this position (approximately 15-20%).

Minimum Qualifications

  • Bachelor's degree in library sciences, information technology, data engineering, or a related field (Master's degree preferred).
  • Minimum of 5-7 years of experience in databases, data warehousing, and website/web portal development.
  • Experience working in standards and conformity assessment, technical industries, or nonprofit sectors is a plus.
  • Strong networking and relationship-building skills.
  • Excellent written and verbal communication skills, with experience in UI/UX a strong plus.
  • Ability to manage multiple projects and prioritize tasks in a fast-paced environment.
  • Federal award management and reporting experience highly desirable.
  • Proficiency in CRM systems, data warehousing platforms (Microsoft Azure, Databricks, Snowflake, etc.), Microsoft Office Suite, and digital communication tools.
  • Experience working in WordPress.
  • Strategic thinking with the ability to identify opportunities and execute growth initiatives.

Preferred Qualifications

* Familiarity with standardization bodies, such as ASTM International, the International Organization of Standardization (ISO), and regulatory organizations.

* Strong strategic thinking and decision-making capabilities.

* Experience working with CETs and related ecosystems.
