The Business Systems Analyst position examines organization information by utilizing technology-based analysis of business practices, processes and problems. Incumbent will develop solutions which may involve process design, data and information architecture, software development and policy or procedural changes; creating specifications for systems to meet requirements; validating requirements against needs; designing details of automated systems; developing user interface design; planning and executing unit integration and end-user acceptance testing; may develop training materials for system implementation. Incumbent may also lead cross-functional teams to solve complex business or systems issues.
Incumbent will be a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues/problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources, functions with a high degree of autonomy.
Applies advanced business process and analysis concepts and organizational objectives to resolve highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Selects methods, techniques and evaluation criteria to obtain results.

ESSENTIAL FUNCTIONS:
- Analyze business requirements, select effective solutions, and coordinate work with other Information Technology (IT) staff, including other Business Systems Analysts, Programmers, IT Engineers, and management team members; coordinate work with other IT staff to ensure system integrity as well as efficient and effective systems operations; and work and interact with users to define and identify, analyze, and resolve business and operational problems.
- Serve as a project leader and perform oversight work to enable multiple stakeholders within the District to achieve business, administrative, and academic objectives in an efficient and effective manner.
- Evaluate methods to improve efficiency and cost effectiveness pertaining to business, technical, and operational processes.
- Recommend work processes and operational changes to complement system functionalities; interact and work with users to re-engineer work processes.
- Analyze software license usage in order to optimize use and reduce costs; evaluate user requests and potential software solutions, utilize existing District cloud technologies; research alternatives, determine feasibility, and develop recommendations to ensure that business requirements are met.
- Apply advanced business analysis concepts to identify, evaluate and define highly complex systems scope and objectives based on advanced knowledge of applicable business practices, processes and systems and industry standards to meet end-user needs. Work at the highest technical level of various phases of systems analysis. Consider the business implications of applying technology to the current and future business environment.
- Initiate, design, or modify highly complex systems and procedures where standardized policies or procedures may or may not exist; and create highly technical specifications for systems with broad impact.
- Develop unit integration and acceptance testing plans and scenarios. May lead cross-functional teams to address complex business or systems issues.
- Perform highly complex analysis of business and user needs, documentation of requirements and translation into proper system and process requirement specifications. Provide advanced support and training on new applications.
- Develop process and system implementation plans.
- Consult with end users together and clarify data and reporting needs for complex business intelligence solutions and analytics.
- Write queries; and develop process maps, report templates, and dashboards.
- Perform predictive analysis and forecasting to provide information that supports organizational goals.
- Mine data to quantify relationships and identify issues warranting further analysis.
- Conduct industry benchmarking analysis and develop quantitative business cases. Present recommendations to managers.
- Identify and analyze errors and problems for end users by developing and applying functional solutions and/or conducting specific training for staff as needed.
- Conduct on-going analyses of data sources and data sets. Identify issues and collaborate on developing solutions to data management challenges.
- Participate in developing and/or delivering curriculum for end user training to ensure user competence, data access, and optimal performance of BI tools and processes.
- Serve on internal committees and participates in cross-functional teams to solve business, process, service and / systems issues.
- Meet and interact with vendors to evaluate new products, services, and suggestions; and interact with vendors to discuss, identify, troubleshoot, and resolve problems or issues.

Knowledge of:
- Advanced level of principles, practices, and methods of business processes and system analysis, including business modeling and the use of data and process flow diagrams and maps.
- Project management principles, concepts, methods, tools, and techniques, including the use of varying project management products such as traditional waterfall, Agile, Agile Scrum, UML, UML Enterprise, etc.
- Complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.
- Systems integration and business systems re-engineering concepts.
- Advanced level of IT as it relates to District business functions.
- Inter-relationships of District, campus, or educational departments and their inter-related informational systems.
- Design of processes and software across the organization
- Advanced level of methodologies associated with process and software design, modification and implementation.
- Advanced level of relevant internal databases, BI applications and tools.

- Practices, methods, and techniques used to conduct unit and system testing, as well as the creation of test cases.

EDUCATION AND EXPERIENCE:
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Education: Bachelor's degree from an accredited college or university with major course work in Information Technology, Business Administration, Management, Project Management, or related field.
Experience: Three years' experience in using technology to analyze business practices, processes, and problems for an agency, company, or organization.
