Overview:

The Laboratory Protection Division (LPD) is seeking a strong, experienced leader to serve as the Personnel Security Team Leader, a critical position responsible for managing a complex, high-volume personnel security program in the Department of Energy environment. The Personnel Security Team Leader will be responsible for directing and managing all aspects of the personnel security program ensuring alignment with organizational goals and compliance with Department of Energy (DOE) orders. This role involves leading the development and oversight of personnel security programs in accordance with federal regulations and DOE policies.

Major Duties/Responsibilities:

  • Provide visionary leadership and daily supervision to personnel security staff, fostering a culture of accountability, excellence, and service.
  • Mentor, coach, and develop team members within the Personnel Security team to ensure operational effectiveness and professional growth by addressing personnel matters, evaluating performance, and managing training, counseling, rewarding, and disciplining as appropriate.
  • Set clear performance expectations and drive team results aligned with DOE and ORNL mission objectives.
  • Lead the development, implementation, and execution of a comprehensive personnel security program in accordance with DOE Order 472.2A, 142.3B, and other federal directives.
  • Oversee the security clearance processes, including investigations, adjudications, reinvestigations, and continuous evaluation, through a manager who also supervises FOCI, the badge office, and HRP program.
  • Oversee the Foreign National Manager, who is responsible for managing the Foreign National Office, Front Desk operations, classified visits, and the SAP Functional Analysts.
  • Serve as the primary advisor and subject matter expert to senior leadership on personnel security matters.
  • Ensure program compliance through regular internal audits and by leading responses to oversight reviews from DOE EA, OSS, or other external agencies.
  • Foster strong partnerships with HR, legal, counterintelligence, and cybersecurity units to support workforce suitability and insider threat prevention.
  • Manages the development and maintenance of applicable Standards-Based Management System (SBMS) and Enterprise Document Management (EDRM) procedures, HRP IP, and assessments.
  • Provides recommendation for technology enhancements and improvements and performs due diligence in assessing new technology solutions, including cost and budget preparation.

Basic Qualifications:

  • BSdegree in security management, Public Administration, or related field.
  • A minimum of 8 years of professional experience in a security sensitive environment, including at least 3 years in leadership or management capacity, with a demonstrated ability to adapt across diverse domains or areas.
  • Deep knowledge of DOE Order, federal security regulations, adjudicative guidelines, and investigative standards.

Preferred Qualifications:

  • MSDegree or equivalent in a relevant discipline.
  • DOE or national laboratory experience
  • Proficiency in managing multiple priorities and projects and developing solutions swiftly and efficiently.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

  • Q clearance:This position requires an active clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
  • Visa Sponsorship:Visa sponsorship is not available for this position.

Security, Credentialing, and Eligibility Requirements:

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
