Purpose of Position

The Talent Management Specialist role is pivotal in coordinating a variety of Human Resource functions, encompassing recruitment, hiring, onboarding, compliance, time and attendance, payroll, wellness, and separations. This position is entrusted with the enhancement and refinement of UT System policies, procedures, and programs, ensuring they are at the forefront of industry standards.

Essential Functions

- Spearhead the seamless integration of new hires, internal transfers, and separations, in collaboration with the HR Liaison and HR Business Partner, ensuring impeccable data accuracy and timely processing in PeopleSoft. Elevate the onboarding and offboarding experience through innovative HR orientation programs and continuous process improvements. Manage the I-9 and E-Verify processes with unwavering adherence to legal standards. As the authority on I-9 requirements for international hires, remain vigilant of evolving laws and their implications on hiring practices.

- Oversee all facets of student hires, coordinating with campus international work offices and managing FICA exemptions with precision. Lead the distinctive hiring process for the annual UT Student Internship program, ensuring flawless position management and inter-institutional communication for dual-employment coordination.

- Cultivate a robust relationship with the background verification vendor, executing comprehensive background checks and managing the adverse impact process with diligence.

- Manage the semi-monthly payroll process, ensuring meticulous reporting and reconciliation of work hours, pay data, and FICA matters.

- Resolve PeopleSoft Time & Labor exceptions with expertise, collaborating with impacted offices to ensure seamless operations.

- Oversee the Learning Management System, ensuring data integrity and timely distribution of compliance training modules. Track and communication training completion status.

- Manage communications for the State Employee Charitable Campaign, ensuring effective monthly employee charity contributions.

- Lead or support initiatives related to recruitment, hiring/onboarding, compliance, time & attendance, wellness, and offboarding. Navigate escalation issues with finesse, engaging Talent and Innovation team members and internal departments as needed.

- Provide strategic project support and spearhead process improvements. Identify training needs, design and deliver impactful training solutions, and monitor their effectiveness to achieve organizational objectives. Identify and champion areas for process enhancement, driving efficiency across HR and UT System. Lead and support the implementation of transformative improvements.

- Ensure impeccable records management, maintaining compliance with UT System policy and legal standards. Uphold confidentiality and adhere to Talent and Innovation and UT System policies. Review and analyze legislative bills, providing insights to the Office of Governmental Relations and updating relevant policies based on legislative changes. Serve as a back-up for recruiting activities, including job postings and representing UT System at career fairs.

- Undertake other duties as assigned, contributing to the overarching success of UT System.

Required Qualifications

- Bachelor's degree Sociology, Human Resources Management, or closely related field of study.

- 36 months of work experience as a Service Partner Process Analyst, Human Resource Analyst, or closely related position.

Preferred Qualifications

- The 36 months of work experience as a Service Partner Process Analyst, Human Resource Analyst, or closely related position must have included experience utilizing PeopleSoft: Recruiting, Human Resources, Time and Labor, and Absence Management modules.

- Experience with Form I-9 requirements for international hires.

- PHR and SHRM-CP certifications (or equivalent).

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

A background check will be conducted on candidates under final consideration. The background check may include any or all of the following: criminal history check, prior employment verification, education verification, professional references check, and motor vehicle records check. Background checks are conducted by third-party vendors. Upon request form the third-party vendor, candidates under final consideration must provide the required information for the background checks to be completed.
