POSITION SUMMARY This position is responsible for assisting the Director of Security / Facility Security Officer with the day-to-day responsibilities of implementing and maintaining the Company's Security and Industrial Security Programs. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. * Industrial Security Management o Manage receipt, dispatch, and inventory of classified material o Conduct annual self-inspections in accordance with NISPOM requirements o Conduct security investigations and prepare reports specifying preventative actions o Manage visitor requests through the Defense Industrial Security System (DISS) o Manage personnel actions in DISS and NBIS, to include background clearance investigations and personnel ownership o Maintain current data in DISS, and NISS o Conduct initial and refresher NISPOM-required training and debrief personnel o Complete U.S. Person verifications o Assist with technology control compliance reviews o Generate Security department reports as required o Assume additional security responsibilities as appropriate or required * Physical Access Control Oversight o Manage the Company's Plant Protection Plan and Access Control Plan in accordance with contractual requirements o Oversee daily activities of the shipyard contract security force o Manage the access control system database o Oversee enforcement of the parking policy o Manage the visitor management system o Support VIP visits and special events * Assist the Insider Threat Program Senior Official (ITPSO) o Serve as the Company's back up ITPSO o Assist in the development and functions of the Insider Threat Program in accordance with NISPOM requirements o Assist in Identifing key Insider Threat team members o Convene periodic Insider Threat team meetings o Conduct Insider Threat investigations o Provide required Insider Threat awareness training * Technology and Operations Control o Develop and monitor compliance with necessary Operations Security (OPSEC) plans o Assist the Technology Control Officer in drafting Technical Assistance Agreements (TAA) o Provide Company employees guidance in adhering to the limitations of approved TAAs o Develop and monitor Security Officer Standard Operating Procedures in accordance with contractual and operational requirements o Provide review of background investigations in support of employee access to government-owned computer systems * Security Operations Management o Manage departmental budget for Security expenses o Oversee and monitor the security force contract to include negotiations, staffing concerns, and processing of invoices o Serve as primary interface with local law enforcement agencies in support of shipyard operations o Oversee and monitor compliance with 33 CFR 105 maritime security requirements o Conduct investigations in support of HR and Safety, as required |
