Under general supervision, this position is responsible for overseeing and directing construction projects from bidding to completion. Coordinates the development and implementation of various capital improvement projects, including city buildings, infrastructure (water, sewer, stormwater), property, roadways, sidewalks, and multi-use trails. This professional role also manages other complex administrative initiatives.

Examples of Duties / Knowledge & Skills

- Reviews construction project plans for engineering design standards and provides guidance for necessary revisions. Reviews applicable permits for requirements and necessary revisions to the plans.
- Conducts construction observation and administration activities of City owned construction projects such as capital facility, infrastructure, repair and replacement of existing infrastructure and maintenance support activities.
- Serves as a field project representative for capital and infrastructure projects by gathering and reviewing information to support contract administration including change orders and close-out documents, supporting consultant activities, inspecting work in progress, providing technical support and materials testing, submitting pay requests, and supporting issues resolutions.
- Provides guidance to consulting engineers on field construction issues. Conducts daily field observations and inspections, and ensures proper testing is completed.
- Develops project scopes and objectives and ensuring technical feasibility in collaboration with other internal/external sources; while ensuring that project scopes are comprehensive of all stakeholder groups.
- Prepares project budgets, bid documents, solicit quotes, and assist with public procurement in compliance with City and State Ordinances/laws.
- Maintain and update project records, schedules, and reports using project management tools and systems.
- Serve as a liaison with vendors, consultants, utility companies, and the general public as needed.
- Responds to information requests on the design, permitting, and construction processes.
- Assist with public outreach and communication related to project impacts or schedules; with public communications directives and project area discussion locations;
- Coordinate and manage encroachment agreement requests within public rights-of-way and easements.
- Track project expenditures, assist with budget monitoring, and ensure fiscal accountability for assigned work to ensure projects are delivered on time and within scope and budget.
- Contribute to annual Capital Improvement Plans and budgeting processes by identifying potential infrastructure needs and renewal priorities.

High school diploma or Ged and an Associate's degree in Engineering Technology/Construction Technology or a closely related field with two (2) years of experience; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Knowledge of computer software (word, power point, excel, Bluebeam, AutoCad, Civil 3D and Google Suite). |
Licenses or Certifications |
Must have a valid driver's license. |
