Estimating Manager
Purpose:
Steel America, a division of Colonna's Shipyard, is seeking an experienced Estimating Manager to lead and oversee the estimating function for fabrication and machining projects. This role is critical to ensuring accurate, competitive, and strategic cost proposals that support production and business development efforts.
Key Responsibilities:


  • Lead the estimating team in analyzing blueprints, specifications, proposals, and scopes of work to develop accurate time, cost, and labor estimates.
  • Oversee the review of plans and specifications to ensure compliance with all technical and contractual requirements.
  • Ensure all cost estimates are thoroughly vetted and aligned with company standards prior to executive review.
  • Evaluate RFPs and contract terms, identifying potential business risks and ensuring appropriate mitigation strategies.
  • Provide strategic pricing recommendations based on contract terms, market conditions, and business objectives.
  • Manage and mentor estimating personnel, fostering a culture of accuracy, accountability, and continuous improvement.
  • Collaborate with project management, production, and business development teams to align estimating efforts with operational capabilities and client expectations.
  • Support marketing and client engagement efforts, including follow-up on quoted work and proposal feedback.
  • Analyze cost vs. profit data to inform business strategy and optimize project margins.
  • Maintain regular, reliable attendance and actively participate in cross-functional initiatives.



Qualifications:


  • Minimum of 10 years of experience in steel fabrication, estimating, or project management, with at least 3 years in a leadership or managerial role.
  • Proven experience in contract administration and management, including familiarity with FAR, DFAR, FFP, and T&M contracts.
  • Strong understanding of heavy steel manufacturing processes, materials, and costing methods.
  • Working knowledge of AWS, AISC, ABS, and ASME codes and certification requirements.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and AutoCAD.
  • Strong analytical, negotiation, and problem-solving skills.
  • Knowledge of market trends, client opportunities, and competitor landscape.
  • Experience in market analysis and material availability forecasting.



Preferred Qualifications:


  • Bachelor's degree in business, engineering, or related field.
  • Experience in project management, industrial painting, and machine shop operations.
  • Familiarity with NAVSEA, NAVFAC, and SSPC requirements.



Travel Requirements:


  • Minimal travel required (10% or less).


Physical Requirements:


  • Sit, Stand, Walk, Bend, Squat, Climb, Reach, Push and Pull, Stoop, Crawl, Kneel, Balance, Lift and Carry various objects and equipment.
  • General office environment. Work is generally sedentary in nature but may require standing and walking for up to 30% of the time.
  • Lighting and temperature are adequate, and there is minimal exposure to hazardous or unpleasant conditions caused by noise, dust, etc. Hear, talk, and smell.
  • Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus.
  • Work is generally performed within an office environment, with standard office equipment available, but also requires safe navigation and regular partnership with operations teams within shipyard/industrial environments.
  • A considerable amount of time is spent operating a personal computer.
  • Must be able to climb up and down stairs and spend time moving throughout the facility and onboard marine vessels.
