Success in this role requires strong cross-functional collaboration, working closely with internal teams across Human Resources (including benefits, compensation, talent acquisition, operations, systems, compliance, and business partners) and the Business (including contracts, legal, finance, payroll, capture, business development, government compliance, and program management) to ensure organizational alignment that drives optimized compliance, financial performance, and operational excellence.

The role requires a strong sense of ownership-both in learning and in building key relationships across the organization. Ideal candidates are self-motivated, curious, and comfortable navigating ambiguity while pushing for clarity and results.

Key Responsibilities

    Own and lead Service Contract Act (SCA) compliance strategy , including the design and continuous improvement of processes and procedures, delivery of enterprise-wide education initiatives, and alignment of cross-functional stakeholders to optimize compliance, operations, and financial outcomes.
  • Drive strategic collaboration across Benefits, Compensation, Legal, Contracts, Payroll, and HR Business Partners, and other key stakeholders to ensure benefits are administered in accordance with federal, state, and local regulations-including HIPAA, ERISA, ACA, etc.-and meet contract-specific, union, and SCA obligations.
  • Lead the comprehensive review and governance of benefit plan documents, including SPDs, Wrap Documents, Amendments, SMMs, contracts, and NDAs, ensuring regulatory compliance, operational alignment, and consistency with Peraton's Total Rewards strategy.
  • Monitor and interpret complex legislative and regulatory changes related to SCA, benefits, leave, retirement, and global mobility; proactively develop policy recommendations and implement organizational change to maintain compliance and mitigate risk.
  • Evaluate legislative developments and jurisdictional trends, providing strategic guidance on the optimal implementation of state-specific leave laws (e.g., paid sick leave, family leave, disability), and partner across HR and Legal to operationalize changes.
  • Lead the annual compliance communications strategy, ensuring accurate review, timely dissemination, and legal posting of required compliance notices and employee disclosures.
  • Oversee the preparation, accuracy, and timely submission of annual compliance documentation, including Forms 5500, ACA reporting (1094/1095-C), and all relevant SCA requirements, ensuring adherence to deadlines and audit-readiness.
  • Act as the primary compliance leader and escalation point for internal and external audits, regulatory inquiries, and investigations-including DOL audits, DCAA audits, and SCA wage & fringe reviews-working closely with Internal Audit, Legal, leadership, and external partners.
  • Cultivate strong relationships with internal and external stakeholders, leveraging internal controls, benchmarking data, and external advisors to identify risk, influence strategy, and elevate Peraton's overall compliance posture.


Qualifications

  • 12+ years of progressive HR or compliance experience, including 3+ years in a federal contracting environment.
  • Demonstrated experience managing compliance initiatives and audits for large, multi-site or multi-state government contractors.
  • Proven ability to interpret and communicate complex regulations to diverse stakeholder groups.
  • Strong analytical, problem-solving, project management, and written/verbal communication skills.

Preferred Attributes:

  • Experience with government contract pricing and fringe benefit allocations.
  • Knowledge of SCA, ERISA, HIPAA, ACA, and other benefit-related compliance requirements.
  • Ability to thrive in a fast-paced, highly regulated, and deadline-driven environment.
  • High level of discretion, integrity, and attention to detail.
  • Bachelor's degree in Human Resources, Business Administration, Accounting, or related field (Master's or JD preferred).
  • Local to Reston, Virginia area preferred.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
