Hazard Mitigation Planner I - Remote w/Deployment to Client Sites

IEM is looking for a Full Time- Hazard Mitigation Planner I to support the development of hazard mitigation and climate resilience plans for communities nationwide. This involves data analysis, risk assessments, stakeholder engagement, and technical writing.

Primary Location:

• Candidates can originate from anywhere in the United States, you will work remotely from home or personal office location.
• All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purpose of maintaining the Internet connection, if needed.

Essential Functions:

• Participate in the development and updating of:
  
  
  
  • Local, State, and Tribal Hazard Mitigation Plans
  • Resiliency and Climate Adaptation Plans
  • Implementation Plans
  
  
  
  
• Work in a team environment with staff members from various disciplines to perform a range of planning functions
• Collect and analyze data related to hazard mitigation planning, community development, economic development, infrastructure, and land use
• Review plans, reports, and other documents for relevant content
• Prepare written documents and reports based on data and information reviewed
• Assist with risk assessment analyses of hazard data
• Perform other research and writing tasks as necessary to support a wide range of planning and mitigation/resilience objectives and overall plan development
• Support the development of proposals

Minimum Qualifications:

• Degree: Bachelor's degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography or related field
• Experience: One (1) year of experience developing some or all of the items listed in the essential functions section of this solicitation
• Strong written and oral communications skills to support plan development and taking meeting minutes
• Ability to support multiple plan development projects simultaneously
• Proficiency with Microsoft Office software suite
• Must be legally authorized to work in the U.S.
• Self-motivated respondents with the ability to work as part of a team and independently to build strong customer relationships
• Understanding of potential funding sources to be used for hazard mitigation
• Completion of the following FEMA Independent Study courses or willingness to complete them within 3 months of hire:

Preferred Qualifications:

• Degree: Master's degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography or related field
• Experience: Experience with the latest FEMA mitigation planning policy guidance
• Experience with climate and resiliency planning
• Certifications including Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), American Institute of Certified Planners (AICP), Certified Floodplain Manager (CFM), or others; willingness to pursue relevant certifications is a plus
• Bilingual in English and Spanish
